  • SWL 2016-00146 (MWMM)

    The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) have adopted the MWMM on November 17, 2017. The MWMM is the primary tool the Corps will use for the evaluation of wetland impacts and mitigation proposals for Department of the Army permit actions within the State of Missouri. The MWMM will enhance the Corps ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible and balanced permit decisions.

    In accordance with the Corps of Engineers lead district initiative in the State of Missouri, the Kansas City District is issuing this public notice jointly with the other Corps of Engineers Districts that have regulatory responsibilities within the State of Missouri. Each of the Missouri Corps Districts are issuing this public notice along with each Corps District’s proposed GP for flood recovery activities. Additionally, this public notice is issued jointly with the Missouri Department of Natural Resources, Water Protection Program (MDNR) and with the Kansas Department of Health and Environment (KDHE). MDNR and KDHE will use the comments to this notice in deciding whether to grant Section 401 water quality certification. Dependent upon state residency, respondents are requested to furnish a copy of their comments to the MDNR, at P.O. Box 176, Jefferson City, Missouri 65102, or to the KDHE, Bureau of Water, Watershed Management Section, 1000 S.W. Jackson St., Suite 420, Topeka, KS 66612-1367. In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, Kansas City District, the St. Louis District, the Rock Island District, the Little Rock District, and the Memphis District propose to reissue this regional general permit (GP). This GP was originally issued by the Kansas City District in March 2008, it was reissued on April 22, 2013 and now expires on April 22, 2018. This GP, if reissued by each Corps District in Missouri, will continue to authorize discharges of dredged or fill material in conjunction with the permanent protection and/or repair of flood damaged structures, damaged land areas, and/or damaged fills in waters of the United States throughout the State of Missouri and the State of Kansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Graham Smith, Denny Road, LLC, 15100 Pride Valley Road, Little Rock, Arkansas 72223, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the development of a residential subdivision named Wildwood Trails Addition. The proposed project is located in Wildwood Creek and associated tributaries, in sections 34 and 35, T. 2 N., R. 14 W., Little Rock, Pulaski County, Arkansas. The basic purpose of the project is a residential development. The overall purpose of the project is a single-family residential development in West Little Rock. The project is not water dependent.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Arkansas State Highway and Transportation Department (AHTD), P.O. Box 2261, Little Rock, Arkansas 72203-2400, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of two new bridges, one over Bear Creek and the other over the South Fourche La Fave River on Highway 7 in the Ouachita National Forest. The proposed project is located in Bear Creek and the South Fourche La Fave River, in sections 26, 27, 34, and 35, T. 3 N., R. 20 W., and section 2, T. 2 N., R. 20 W., Perry County, Arkansas. The basic purpose of the project is to upgrade the roadway and improve safety. The overall purpose of the project is to construct two new bridges to replace two weight-restricted and functionally obsolete bridges. The two new bridges will remove the safety hazards associated with narrow bridges and reduce the restrictions on heavy loads on this section of Highway 7.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Jeffrey Sand Company, 2200 Lincoln Avenue, North Little Rock, Arkansas 72119, has requested authorization for work, including the placement of dredged and fill material in waters of the United States, associated with the continuation of their commercial sand and gravel dredging operations. The operation is located on the Arkansas River between Navigation Mile (NM) 111.7, which is 3.6 miles upstream of David D. Terry Lock and Dam, and NM 117.2, which is 1.2 miles downstream from the Interstate 30 Bridge in Little Rock, Pulaski County, Arkansas. The material would be placed ashore for storage and further processing at the facility on the left descending bank of the Arkansas River at NM 117.3. A commercial dredging permit has been authorized in this reach of the Arkansas River since 1958, and authorizes dredging both within the navigation channel and within an area adjacent to the navigation channel. The permit would be extended for a period of five (5) years, through December 31, 2022. The basic purpose of the project is to dredge sand and gravel from the bed of the Arkansas River. The overall purpose of the project is to perform dredging of the McClellan-Kerr Arkansas River Navigation System within and outside the river’s navigation channel.
