About the Continuing Authorities Program

USACE's Continuing Authorities Program represents a streamlined approach to water resources project development. Under CAP, the Little Rock District can plan, design, and implement specific types of projects without requiring individual congressional authorization. This program focuses on projects of limited size, cost, scope, and complexity, enabling faster response to community water resource needs across the Little Rock District.

Two-Phase Process: CAP projects include feasibility and implementation phases, with initial Federal funding up to $100,000 and cost-sharing arrangements with non-Federal sponsors.
