The Little Rock District takes pride in fully supporting the Government’s policy of placing a fair proportion of our contracts with eligible small, service disabled veteran-owned small businesses, small disadvantaged businesses, women-owned small businesses, veteran-owned small businesses and Historically Black College and Universities/Minority Institutions. Small businesses are the heart of the U.S. economy and a very vital part of the Corps’ procurement process.

What Does SWL Buy?

The Little Rock District buys a variety of commodities, services, construction and engineering services.

Examples of these acquisitions:

  • Construction -- Barracks, dining facilities, child development centers, education centers, hospitals, airfields, roads, levees, dams, hazardous and toxic waste remediation, dredging.

  • Engineering Services -- Concept studies, master planning, engineering studies, all types of surveying and mapping, engineering design and construction and inspection services.

  • Other Services -- Trash collection, grass mowing, janitorial, oversee and maintain recreational parks, boundary maintenance and equipment repair.

  • Supplies and Equipment -- Generators, HVAC equipment, kitchen equipment, petroleum products, repair parts, lumber, cement, gravel and peripheral equipment.

Regulatory Enforcement Fairness 

The Small Business Regulatory Enforcement Fairness Act (SBREFA) was passed by Congress in 1996 in response to concerns expressed by the small business community that Federal regulations were too numerous, too complex, and too expensive to implement. The act was designed to give small business assistance in understanding and complying with regulations and more of a voice in development of new regulations.
