Requester: Little Rock Port Authority

Proposed Action: In compliance with U.S.C. Title 33, Chapter 9, Subchapter 1, Section 408, the Little Rock Port Authority (requester) has requested permission from the U.S. Army Corps of Engineers (USACE) to construct a new rail line extension located south of Little Rock within Pulaski County, Arkansas at the Port of Little Rock.

Requester: Arkansas Department of Transportation

Proposed Action: In compliance with U.S.C. Title 33, Chapter 9, Subchapter 1, Section 408, the Arkansas Department of Transportation (requester) has requested permission from the U.S. Army Corps of Engineers (USACE) to add fill and construct a bridge across Ouachita Creek along State Highway 60 in Faulkner County, AR near Toad Suck, Arkansas where the USACE owns flowage easement rights.

Requester: City of Russellville

Proposed Action: In compliance with U.S.C. Title 33, Chapter 9, Subchapter 1, Section 408, the City of Russellville, AR (requester) has requested permission from the U.S. Army Corps of Engineers (USACE) to construct a hard-surface trail, lights, crossings, retaining walls, a fence, guard rails, and to remove trees in USACE flowage along Prairie Creek in Russellville, AR located in Pope County, AR.

Requester: Little Rock Port Authority

Proposed Action: In compliance with U.S.C. Title 33, Chapter 9, Subchapter 1, Section 408, the Little Rock Port Authority (requester) has requested permission from the U.S. Army Corps of Engineers (USACE) to stabilize two sections of streambank along the right descending bank of the MKARNS at River Miles 112.7 to 112.5 and at River Mile 112.3 at the Port of Little Rock in Pulaski County, AR.

Requester: Little Rock Yacht Club

Proposed Action: The Little Rock Yacht Club (requester) has requested permission from the U.S. Army Corps of Engineers (USACE) to reconstruct or rebuild its docks that were damaged by the ice and sleet storm in January 2026 at approximately river mile 131 on the right descending bank of the Arkansas River in Little Rock, Pulaski County, AR.

Requester: Arkansas Dept. of Transportation

Proposed Action: The proposed project involves the construction of a connecting leg of Interstate 49 in Crawford County where the Requestor is needing to add fill for the roadway embankment that involves filling three areas owned in flowage.

Requester: Ozark Water Department

Proposed Action: The proposed project involves relocating an 8-inch water line that crosses flowage easement tracts 130E-1 and 130E-2. Most of the water line will be relocated off USACE fee lands and only crossing these two flowage easement tracks. The utility relocation is required because of the new Highway 64 bridge (ARDOT Project No. 2024062) being constructed over Hicks Creek.

Requester: Robin Jones

Proposed Action: Robin Jones (requester) has requested permission from the U.S. Army Corps of Engineers (USACE) to install an approximately 120-foot-long by 6-foot-wide floating boat dock at the applicant’s property along Palarm Creek that will be used for personal and commercial purposes along the Arkansas River in Faulkner County, AR south of the City of Mayflower.

Requester: Little Rock Port Authority

Proposed Action: The Little Rock Port Authority has requested permission to install nine mooring dolphins, consisting of 36-inch steel piles embedded eight feet deep, to facilitate barge anchorage in Slackwater Harbor of the Arkansas River in Pulaski County, AR at navigation mile 111.1 on the right descending bank.

Requester: City of Little Rock, Arkansas

Proposed Action: This proposed action will include the removal of the current coffer cell and its replacement with a coffer cell with an approximately 100% larger footprint (replacing a 26 ft. diameter cell with a 42 ft. diameter cell).

Requester: City of Russellville, Arkansas

Proposed Action: The proposed project will allow The Computer Works and TriTechne to complete the fiber optic line installation. The fiber optic line will be installed underground using directional boring and will cross Prairie Creek and Lake Dardanelle in two locations, including near Shiloh Park in Russellville, Arkansas.

Requester: Bruce Oakley Company

Proposed Action: The proposed project will require excavation of approximately 2,000 cubic yards of river bank, approximately 60 driven piles, and a reinforced concrete slab deck. All excavated material will be used on Bruce Oakley property or disposed of off-site.

Requester: Five Rivers Distribution, LLC

Proposed Action: This proposed action will include the installation of sheet pile bulkhead to construct 2,000 feet of dock frontage. The construction activity will access the port site via an existing road over the Crawford County Levee.

Requester: Central Arkansas Intermodal Authority

Proposed Action: The proposed project will include the construction of a fixed dock, dump pads, floating dock (including mooring piles), and barge slip with a 30-foot-wide concrete apron in waters of the United States.

Proposed Action: The proposed project involves attaching a fiber optic line to an existing conduit across MKARNS via Joe Hardin Lock & Dam 3. The project also entails installing a new line across three levee systems.

Proposed Action: After-the-fact permission for the construction of a 385-occupant apartment complex along the North Little Rock Levee, including slight relocation of the levee and removal of an unauthorized 8” ductile iron pipe water line.

Requester: City of Morrilton, Arkansas

Proposed Action: Repair/replace several mooring clusters and winch foundation piers in Lake Langhofer, Navigation Mile 2.4, involving replacement of seven existing mooring clusters with mooring piles and two barge haul winch foundation piles.

Proposed Action: Install a 12” force main that will cross Conway County Levee District #10 and extend into the Arkansas River near the State Highway 9 crossing. The force main will run approximately 7,700 linear feet to allow for treated effluent release during non-irrigation seasons.

Proposed Action: Install rock cross-vanes in Robinson Fork upstream of DeQueen Lake in Sevier County, AR for stream restoration purposes.

Proposed Action: The proposed project involves work associated with fill, and armoring over, an approximately 20-foot section of exposed segment of an existing 26-inch natural gas pipeline on the southern bank of the Arkansas River downstream of Lock and Dam 4 in Jefferson County, Arkansas.

Proposed Action: The proposed project involves the installation of a floating boat dock approximately 36′ long X 17′ wide in waters of the United States along the banks of the Arkansas River in Little Rock, Arkansas.

Requester: Applied Land Restoration

Proposed Action: The primary purpose of this bank is to mitigate for unavoidable impacts to streams and wetlands authorized under Section 404 of the Clean Water Act. The project goal is to restore and enhance streams and wetlands functions and values within the mitigation bank area on waters of the United States.

Proposed Action: The proposed work would include placement of riprap in the river approximately 15–25 feet out from the bank and placement of gravel fill and rock tiebacks to form a bench behind the rock toe protection on waters of the United States to stabilize approximately 500 linear feet of rapidly eroding stream bank along the James River upstream of Table Rock Lake in Galena, MO.

Proposed Action: The proposed project involves the installation of a dry hydrant and suction pipe in the Arkansas River on waters of the United States that has a 6” PVC or ductile iron pile that attaches to the dry hydrant and is routed down and stubbed into the Arkansas River.

Proposed Action: The proposed project involves the installation of approximately 4-mile 500kV Transmission line across the Arkansas River on waters of the United States associated with the placement of utility line poles, temporary access roads, mechanized land clearing, and related construction activities.

Proposed Action: Cleaning and painting an existing 491 linear feet – 48” diameter raw water line aerial crossing that conveys water from Lake Maumelle to the Central Arkansas Water Treatment Facilities.
