    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Will Ford, Westrock Coffee Roasting, LLC, 30 Collins Industrial Place, North Little Rock, Arkansas 72113, has requested authorization for the placement of dredged and fill material in 1.3 acres of a forested wetland and 772 feet of an intermittent stream associated with the expansion of the Westrock Coffee manufacturing facility by constructing a new building and associated parking lot. The wetland will be impacted by permanent placement of fill material and the intermittent stream will be impacted by fill and piping of the stream. Drainage will be controlled and directed to the west and north through the same stream system where water currently flows. The proposed project is located in a wetland and stream located immediately west of the existing Westrock Coffee manufacturing facility. The wetland and stream flows into White Oak Bayou, which flows into the Arkansas River, in section 3, T. 2 N., R. 13 W., Pulaski County, Arkansas.

    Consideration of reissuance of a Regional General Permit (RGP) for the placement of dredged and fill material in waters of the United States associated with the authorization of recreational facilities. On April 17, 2013, the Little Rock District Corps of Engineers issued a RGP for recreational facilities in navigable waters of the United States within the States of Arkansas and Missouri. As lead Corps District in the State of Arkansas, Little Rock District is responsible for coordinating advertisement and review of comments on this statewide regional general permit. Little Rock, Vicksburg, and Memphis Districts are represented in the State of Arkansas. The authority for permit issuance is found in Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344). Corps districts are authorized to develop RGPs in accordance with Title 33, Code of Federal Regulations (CFR) Parts 325.2(e)(2) and 325.5(c)(1).

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. James R. Schaefers, Schaefers Brothers Farm, 6085 Marshall River Road, Conway, Arkansas 72106, has requested authorization for the placement of dredged and fill material in waters of the United States (WOTUS) associated with the land leveling of approximately 25 acres of farmland. The project would impact (fill) approximately 1.94 acres of a jurisdictional wetland that was previously cleared of trees and vegetation. The proposed project is located in wetlands associated with an unnamed intermittent stream that flows approximately one mile southeast into the Arkansas River, in section 24, T. 4 N., R. 15 W., Faulkner County, Arkansas. The purpose of the project is to provide additional farmland for agricultural production in Faulkner County.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Bryan A. Austin, HEA Properties, LLC, 3201 Club Manor Drive, Suite A, Maumelle, Arkansas 72113, has requested authorization for the placement of dredged and fill material in 0.29 acres of three wetlands and 0.20 acres (3,438 linear feet) of five ephemeral streams associated with the mechanized land clearing and grading on a 121-acre tract of land for commercial development. The project site is located adjacent to Champs Boulevard in Maumelle, Arkansas. Mechanized land clearing, grading, and road construction will take place using suitable equipment (such as excavators, dump trucks, and bulldozers). The proposed project is located in wetlands and streams immediately west of White Oak Bayou, which flows into the Arkansas River, in section 27, T. 3N., R. 13 W., Pulaski County, Arkansas. The purpose of the project is to prepare a site for commercial development that would service Maumelle and surrounding areas.

  • Nationwide Permit PCN Form

    A Pre-Construction Notification (PCN) application form was created and approved by the Office of Management and Budget (OMB) in February 2019. The use of this form is strongly encouraged to assist Corps districts with a streamlined evaluation of an applicant’s proposal. Submitting a completed PCN form is expected to reduce requests for additional information requests and should reduce the amount of time it takes the district engineer to conclude his or her review.
