    Expiration date: 10/25/2023

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Watershed Conservation Resource Center, ATTN: Sandi Formica, 380 W. Rock St., Fayetteville, Arkansas 72701, has submitted their West Fork White River Umbrella Mitigation Bank additional site proposal. The proposal outlines Area 2, which was largely identified within the original mitigation bank prospectus. Any relevant public comments received will be forwarded to the applicant to address within the mitigation plan. The Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies, will review the mitigation plan and any comments received from the public. The IRT will coordinate with Watershed Conservation Resource Center on any issues until a final mitigation plan is completed. Finally, the District Engineer will review the final mitigation plan and decide to approve or not approve.

  • MSMM Final

    The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) adopted the Missouri Stream Mitigation Method (MSMM) on March 1, 2007, revised on May 29, 2013. The MSMM is the primary tool the Corps has used for the evaluation of stream impacts and mitigation proposals for Department of the Army permit actions within the State of Missouri. The September 2023 updated revision of the MSMM will enhance the Corps’ ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible, and balanced permit decisions. With this notice, the Corps is announcing the final September 2023 MSMM and will begin using it immediately subject to the transition provisions described below.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Mark Asplund, Wal-Mart Stores, Inc., 2608 SE J Street, Bentonville, AR 72716, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with construction of a Walmart Supercenter retail facility and attendant features. The proposed project is located in McKisic Creek and adjacent wetlands, in the NE 1/4 of section 4, T. 19 N., R. 31 W., Centerton, Benton County, Arkansas. The project purpose is construction of a commercial retail facility. The overall purpose of the project is to develop a Walmart Supercenter for residents of Centerton and Bentonville, Arkansas. The proposed facility and attendant features include parking lots, entrance/interior roads, three outparcels, fueling station, electric vehicle charging stations, detention/water quality basins, water quality bioswale and on-site compensatory mitigation features. There have been two Department of Army permits previously issued, one in 2006 and a subsequent permit modification issued in 2015, for the proposed retail center. The currently proposed site plan is generally similar to the 2015 modification, with the primary difference being a proposed entrance roadway located northeast of the subject property (requiring acquisition of an additional parcel).

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403), notice is hereby given that Mr. Michael McCarthy, Lentz Sand & Gravel, LLC has requested authorization for the placement of dredged and fill material in waters of the United States associated with continuation of their commercial sand and gravel removal operations. Currently, Lentz Sand & Gravel, LLC (Lentz) is authorized to remove sand landward of and in a dike field. The proposed project is located on the left descending bank of the Arkansas River, between Navigation Miles (NM) 153.4 and 154.5, west of Conway, Faulkner County, Arkansas.

    STATE OF MISSOURI ISSUANCE OF REGIONAL GENERAL PERMIT 41 (GP-41) FLOOD RECOVERY/REPAIR ACTIVITIES – STATE OF MISSOURI. The U.S. Army Corps of Engineers, Little Rock District, has issued GP-41, authorizing the protection and the repair of existing damaged structures, damaged land areas, and damaged fills that were previously authorized by a Department of the Army permit.
