  • Interim Draft of the National Ordinary High Water Mark Field Delineation Manual for Rivers and Streams

    The U.S. Army Corps of Engineers (USACE) and EPA (the Agencies) jointly announce the availability of the Interim Draft of the National Ordinary High Water Mark Field Delineation Manual for Rivers and Streams (National OHWM Manual) and its accompanying data sheet. The Interim Draft National OHWM Manual provides draft technical guidance for identifying and delineating the OHWM using a scientifically supported, rapid framework. The Agencies are requesting comments and feedback from the public and practitioners on the Interim Draft of the National OHWM Manual via the public notice linked below. Following the public comment period and additional field testing, comments and feedback received from the public and practitioners will be utilized to further refine the Interim Draft of the National OHWM Manual for clarity, consistency, and technical accuracy. The one-year testing and comment period ends on December 1, 2023. A final version of the National OHWM Manual is anticipated to be published during 2024.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Bryan Day, Little Rock Port Authority, 10600 Industrial Harbor Drive, Little Rock, Arkansas 72206, has requested a time extension of the maintenance dredging for DA Permit No. SWL 1987-00215-18, and a time extension associated with the completion of the general port facility for DA Permit No. SWL 1987-00215-18. The material would be removed from the Arkansas River by hydraulically pumping the material to retaining dikes for consolidation. The project purpose is to maintain the navigational capability of the Little Rock Port Facility and to obtain dredged material from the Arkansas River for use in the area of the Little Rock Port to raise the existing elevation above the FEMA Base Flood elevation for future commercial and/or industrial development at the Little Rock Port.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, The Honorable Barry Hyde, Pulaski County Judge, 201 South Broadway, Suite 401, Little Rock, Arkansas 72201, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the relocation of approximately 1.25 miles of Thibault Road starting at the intersection of Thibault Road and Zeuber Road, and terminating at Thibault Road southwest of the starting point. The project purpose is to construct a new thoroughfare for Thibault Road and to help facilitate the economic growth of adjacent industrial entities within the Port of Little Rock.

    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, Kansas City District, the St. Louis District, the Rock Island District, the Little Rock District, and the Memphis District propose to reissue this RGP (Enclosure). This RGP was originally issued by the Kansas City District in March 2008, it was reissued on April 22, 2013, and on April 2, 2018. The current RGP 41 expires April 2, 2023. This RGP would allow for the excavation or placement of fill material for protection and/or repair of existing flood damaged structures, damaged land areas and/or damaged fills. See RGP for more details.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Clay McGeorge, Jeffrey Sand Company, PO Box 9054, North Little Rock, Arkansas 72119, has requested authorization for work in waters of the United States associated with their existing permit for commercial dredging. The operation is located within the navigation channel of the Arkansas River, between Navigation Miles (NM) 135.8 and 138.9 and between NM 139.4 and 149.5, in Pool 7, in Pulaski, Faulkner, and Perry Counties, Arkansas. Dredging is permitted both in and out of the navigation channel from NM 135.8 to NM 138.9, NM 139.4 to NM 140.7, and NM 143.8 to NM 147.6. Dredging is permitted in the navigation channel only from NM 140.7 to NM 143.8 and NM 147.6 to NM 149.5. The project purpose is to provide sand and gravel for commercial use. The overall purpose of the project is to perform dredging of the McClellan-Kerr Arkansas River Navigation System within and outside the navigation channel.
