    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Robert T. Williams, P.O. Box 2126, Conway, Arkansas 72032, has requested a time extension of their existing permit for the placement of dredged and fill material in waters of the United States associated with removing sand and gravel from a dike field along the Arkansas River for individual and commercial use. The proposed project is located on the left descending bank, from Navigation Mile (NM) 153.4 to NM 154.5, west of Conway, in Faulkner County, Arkansas. The basic project purpose is to provide sand and gravel for individual and commercial use. The overall purpose of the project is to remove the material deposited in this reach of the river with a front-end loader and transport it by dump truck for processing and subsequent sale.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Riverside Motors LLC, 8 Colonel Glenn Plaza, Little Rock, Arkansas 72210-2842, has requested authorization for the placement of dredged and fill material in waters of the United States associated with expansion of the recently constructed Subaru of Little Rock and Acura of Little Rock dealerships. The proposed project is located in an unnamed tributary of McHenry Creek, in the NW 1/4 of section 21, T. 1 N., R. 13 W., Little Rock, Pulaski County, Arkansas. The basic purpose of the project is an automotive dealership. The overall purpose of the project is to sell and service Subaru and Acura vehicles in the central Arkansas area.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, City of Siloam Springs, PO Box 80, 400 North Broadway, Siloam Springs, Arkansas 72761, has requested authorization for the placement of dredged and fill material in waters of the United States associated with a drainage improvement project. The proposed project is located in an unnamed tributary of Sager Creek, in the SW ¼ of section 1, T. 17 N., R. 34 W., Siloam Springs, Benton County, Arkansas. The basic purpose of the project is flood damage reduction. The overall purpose of the project is to cut and fill approximately 1,249 linear feet of ephemeral stream with a concrete lining to promote greater hydrological efficiency and prevent flooding of adjacent homes.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Joseph B. Roosa, Roosa Corporation, PO Box 67, Salamanca, New York 14779, has requested authorization for the placement of dredged and fill material in waters of the United States (WOUS) associated with the construction of a 70-acre multi-business commercial development, consisting of a grocery store, eateries, movie theater, lodging, and retail shopping centers. Attendant features include parking lots and an access road from Weir Road on the eastern end of the project area. The proposed project would impact (fill) and relocate approximately 1,843 linear feet of jurisdictional intermittent streams; fill approximately 474 linear feet of jurisdictional ephemeral streams, 1.55 acres of jurisdictional wetlands, and 4.15 acres of jurisdictional open waters. Water flow enters the project area from the north through ephemeral and intermittent streams. The ephemeral and intermittent streams flow into the wetlands and open waters and then back into one of the intermittent streams that flow into Prairie Creek and then south into Lake Dardanelle. The proposed project is located in streams, open waters, and wetlands associated with Prairie Creek, in the SE 1/4 of section 34, T. 8 N., R. 20 W., Russellville, Pope County, Arkansas. The basic purpose of the project is to construct a commercial development. The overall purpose of the project is to meet the demand for a multi-business commercial development to service Russellville and surrounding areas.

    REISSUANCE OF A REGIONAL GENERAL PERMIT (RGP) for the placement of dredged and fill material in all waters of the United States (WOUS) associated with the construction of steps, walkways, or footbridges, within the Little Rock District in the States of Arkansas and Missouri. On November 26, 2014, the Little Rock District Corps of Engineers issued a joint public notice with the States of Arkansas and Missouri announcing consideration of reissuance of this RGP for the construction of steps, walkways, or footbridges in all WOUS, excluding wetlands, within the Little Rock District in the States of Arkansas and Missouri. The authority for permit issuance is found in Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344). Corps districts are authorized to develop RGPs in accordance with Title 33, Code of Federal Regulations Parts 325.2(e)(2) and 325.5(c)(1). After reviewing the previous actions authorized under this RGP and comments received on the public notice, it is our assessment that the work authorized will not have significant adverse environmental impacts and that the public interest will be served by reissuance of the RGP.
