    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Alan Cheek, PO Box 255, Mount Dora, Florida 32756, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the construction of a greentree reservoir (GTR), to be named the Spoonbill GTR. The proposed project is located in wooded wetlands adjacent to the right descending bank of the Black River, mile 153.5, in the NE ¼ of section 33, T. 21 N., R. 5 E., east of Corning, Clay County, Arkansas. The basic purpose of the project is to inundate wooded areas to provide duck hunting opportunities. The overall purpose of the project is to inundate the wooded area in this part of Clay County to attract ducks and allow all weather access. The project is water dependent.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203,has requested authorization for the placement of dredged and fill material in waters of the United States associated with replacing the Broadway Bridge (U.S. Highway 70) and approaches crossing the Arkansas River in Little Rock and North Little Rock. The proposed project is located on the Arkansas River at Navigation Mile 119.1 in section 3, T. 1 N., R. 12 W., Pulaski County, Arkansas. Construction would be on existing alignment with the existing bridge to be demolished before construction of the new bridge.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Michael Cantrell, Arkansas Game and Fish Commission, PO Box 729, Calico Rock, Arkansas 72519, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the construction of a boat launch facility. The proposed project is located on Norfork Lake from Navigation Mile 19.9 to 21.4, in section 27, T. 20 N., R. 12 W., Baxter County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Watershed Conservation Resource Center, 380 W. Rock Street, Fayetteville, Arkansas 72701, has submitted their Osage Creek Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, the Watershed Conservation Resource Center (WCRC) will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with WCRC on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Wal-Mart Stores, Inc., 2001 SE 10th Street, Bentonville, Arkansas 72716, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of a Wal-Mart Supercenter with four outparcels. The project would involve filling and relocating approximately 1,160 linear feet of McKisic Creek and filling an existing 0.1-acre pond formed by the creek. The project would also include filling 0.7 acres of herbaceous wetlands. The project site is in the NE 1/4 of section 4, T. 19 N., R. 31 W., Centerton, Benton County, Arkansas.
