    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Missouri Conservation Heritage Foundation (MCHF), P.O. Box 366, Jefferson City, Missouri 65102-0366, proposes to establish Mitigation Plan No. SSTF1013-Waters Project. The mitigation plan would be established under MCHF’s Stream Stewardship Trust Fund (SSTF) In-lieu Fee Instrument. The project site is on Bull Creek, in section 5, T. 25 N., R. 20 W., Christian County, Missouri. The purposes of the project are to restore a rapidly eroding stream bank, improve channel stability through the project reach, and augment and protect a healthy forested riparian corridor along Bull Creek. The mitigation project would directly address the resource threats for the Bull Creek Priority Watershed and the specific areas of concern for the White River Ecological Drainage Unit, such as minimizing sources of eroding soils, restoring, expanding and maintaining well-vegetated riparian areas, and restoring in-stream habitats to support aquatic life.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Matthew Luoma, Luoma Land Company, LLC, 5161 West Portland Drive, Littleton, Colorado 80128, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with the expansion of his farming operation. The basic purpose of the project is to increase farmland acreage. The overall purpose of the project is to increase farming production in Northeast Arkansas by the clearing and grading of approximately 15 acres of forested land. To accomplish the project, three jurisdictional forested wetlands totaling approximately 1.52 acres will be filled during the clearing and landleveling of the 15-acre property.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Bryce Mobley, Mobley Construction Company, PO Box 9054, North Little Rock, Arkansas 72119, has requested authorization for work, including the placement of dredged and fill material in waters of the United States, associated with the continuation of their commercial sand and gravel dredging operations. The project is located in the Arkansas River, between Navigation Miles (NM) 149.5 and 153.5, 156.7 and 164.2, 165.6 and 176.3, 177.4 and 204.8, and 206.0 and 255.8, in Franklin, Logan, Johnson, Faulkner, Perry, Conway, Yell, and Pope Counties, in Arkansas. A commercial dredging permit has been authorized in this reach of the Arkansas River since 1959, and authorizes dredging both within the navigation channel and within areas adjacent to the navigation channel. The permit would be extended for a period of five (5) years, through December 31, 2023. The basic project purpose is to provide sand and gravel for commercial use from the Arkansas River. The overall purpose of the project is to perform dredging of the McClellan-Kerr Arkansas River Navigation System within and outside the river’s navigation channel.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Jeffrey Sand Company, 2200 Lincoln Avenue, North Little Rock, Arkansas 72114, has requested authorization for work, including the placement of dredged and fill material in waters of the United States associated with a time extension of their existing permit for commercial dredging. The permit would be extended for five years, through December 31, 2023. The operation is within the navigation channel of the Arkansas River between Navigation Mile (NM) 94.0 and NM 107.4, below David D. Terry Lock and Dam, Pulaski County, Arkansas. Dredging in these areas would be in the navigation channel only, except for dredging between NM 94.0 and 96.4, which also would include dredging adjacent to the channel. The areas where dredging would be permitted adjacent to the channel are shown on the enclosed sheet. The material would be placed ashore for storage and further processing at the facility on the left descending bank of the Arkansas River at NM 117.3. The project purpose is to dredge sand and gravel from the bed of the river.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Bryant School District, 200 Northwest 4th Street, Bryant, Arkansas 72022, has requested authorization for the placement of dredged and fill material in waters of the United States associated with improvements to the existing Bryant School District - Hilldale Elementary School campus. The proposed project site is located in the NW ¼ of section 14, the SW ¼ of section 11, T. 1 S., R. 14 W., Bryant, Saline County, Arkansas. The basic purpose of the project is to improve the overall safety of the existing Bryant School District – Hilldale Elementary School campus. The overall purpose of the project is to remove the water features on the property that pose a threat to the safety of the children and to reclaim those areas as greenspace and playground areas on the existing Hilldale Elementary School campus.
