    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the US Army Corps of Engineers - Little Rock District, has requested authorization for a new dredged material disposal area on the McClellan-Kerr Arkansas River Navigation System (MKARNS). The proposed project is located in the White River Entrance Channel at Navigation Mile (NM) 9.7, in Arkansas County, Arkansas.

  • Missouri Bat Programmatic (MBP) Informal Consultation

    The purpose of this public notice is to announce the Kansas City, Little Rock, St. Louis, Rock Island, and Memphis Districts of the U.S. Army Corps of Engineers (Corps) and the United States Fish and Wildlife Service (USFWS) have completed programmatic informal consultation for all activities requiring Department of the Army permits. This consultation, which covers activities in waters of the United States within the state of Missouri, complies with the provisions of Section 7 of the Endangered Species Act (ESA).

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. John R. Anderson, Energy Security Partners, LLC, 116 Ottenheimer Plaza, Little Rock, Arkansas 72201, has requested authorization for the placement of dredged and fill material in waters of the United States (WOUS) associated with the construction and operation of a gas-to-liquids (GTL) facility consisting of an industrial facility involving multiple structures and process areas. The project site will include process areas, office buildings, storage facilities, parking lots, storage tanks, roads, laydown areas, a dock area, a 16-inch-diameter product pipe, wastewater outfall consisting of a 16-inch-diameter wastewater pipe, and a water intake structure consisting of a 24-inch-diameter cooling pipe. Leveling and grading will be required, resulting in the fill of multiple wetland and stream features. A reservoir will be created by construction of a dam along a portion of the eastern boundary of the main site. This reservoir will result in the inundation of some wetland and stream features. The dock area will include a stationary dock for equipment unloading and a floating dock on the west side of the Arkansas River for the loading of fuel products. The proposed project is located in multiple wetlands and streams directly or indirectly associated with the Arkansas River at Navigation Mile 82.7 on the right descending bank (see Attachments 1 and 2 for lists of aquatic resources (wetlands and streams) located within the project area). The navigation pool elevation at this location is approximately 196 feet above mean sea level and the ordinary high water mark (OHWM) elevation is approximately 200 feet above mean sea level. The project site encompasses parts of sections 7, 8, 9, and 10, Township 4 South, Range 10 West; and parts of sections 12, 13, 14, and 24, Township 4 South, Range 11 West, in Jefferson County, Arkansas.

    On April 27, 2018, the Little Rock District, U.S. Army Corps of Engineers issued a public notice requesting comments on the official District exclusion of the White Oak Bayou watershed (12-digit Hydrologic Unit Code (HUC) 111102070401) from the service areas of previously approved and any future approved compensatory mitigation banks and in-lieu fee programs, unless the bank or in-lieu fee program is located within the White Oak Bayou watershed. The White Oak Bayou watershed is located in Pulaski County, Arkansas, and makes up less than 5 percent of the larger Lower-Arkansas Maumelle watershed (8-digit HUC 11110207). No objections to this action were received during the public notice comment period of April 27 to May 22, 2018.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Rex Robertson, Galloway West, LLC, 16400 Dallas Pkwy, Suite 140, Dallas, Texas 75248, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of the Royal Business Park. The proposed project is located in wetlands and other aquatic resources, in sections 26 and 35, T. 2 N., R. 11 W., Galloway, Pulaski County, Arkansas. The project purpose is to develop the basic infrastructure for the business park, including roads, lots ready for construction, driveways, and parking lots. Twelve lots are planned for development within the park. The proposed business park would include an area of approximately 177 acres. The project would develop a road throughout the property to provide access to all twelve proposed lots. Impacts to aquatic resources for this proposal would involve the fill of approximately 4.6 acres of wetlands and 250 feet of linear aquatic resources.
