    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department, PO Box 2261, Little Rock, Arkansas 72203-2261, has submitted their Wiseman Tract Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank, which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, Arkansas Highway and Transportation Department will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Arkansas Highway and Transportation Department on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403), notice is hereby given that, Mr. Robert T. Williams, P.O. Box 2126, Conway, Arkansas 72032, has requested authorization for work in waters of the United States associated with a sand and gravel removal project. The proposed project is located on the left descending bank of the Arkansas River, Navigation Mile 150.2 to Navigation Mile 152.7, near Conway, Faulkner County, Arkansas. The basic project purpose is to remove sand and gravel for processing and subsequent individual and commercial use. The overall purpose of the project is to remove the material deposited by the river with a front-end loader or hydraulic dredge situated on a barge and transport it by dump truck or barge for processing and subsequent sale.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Ken Smith, Galloway Sand and Gravel Company, Inc., P.O. Box 2846, Batesville, Arkansas 72503-2846, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the continuation of their commercial sand and gravel dredging operations. The proposed project is located between Lock and Dam Numbers 1 and 2 on the White River, from mile 300.2 to 307.9, just upstream of the Highway 167 Bridge to immediately downstream of Lock and Dam No. 2, near Batesville, Independence County, Arkansas. Also, dredging is accomplished at the mouth of Polk Bayou, on the left descending bank of the White River at mile 300.7. The basic purpose of the project is to provide sand and gravel for commercial use. The overall purpose of the project is to remove the material deposited by the river with a dredge or dragline and transport it to an existing facility for processing and sale.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Missouri Conservation Heritage Foundation (MCHF), P.O. Box 366, Jefferson City, Missouri 65102-0366, proposes to establish Mitigation Plan No. SSTF1010-Christian County, entitled the Kipfer Project. The mitigation plan would be established under MCHF’s Stream Stewardship Trust Fund (SSTF) In-lieu Fee Instrument. A draft copy of the mitigation plan has been reviewed by the Interagency Review Team (IRT), which is made up of pertinent state and Federal resource agencies. The project site is on Bull Creek, in sections 5 and 8, T. 25 N., R. 20 W., Christian County, Missouri. The purposes of the project are to reduce bank erosion, improve channel stability, and protect the forested riparian corridor along Bull Creek. The mitigation project would directly address the resource threats for the Bull Creek Priority Watershed and the specific areas of concern for the White River Ecological Drainage Unit (EDU), such as minimizing sources of eroding soils, restoring and maintaining well-vegetated riparian areas, and restoring in-stream habitats to support aquatic life.
