    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Clay McGeorge, Jeffrey Sand Company, PO Box 9054, North Little Rock, Arkansas 72119, has requested authorization for work in waters of the United States associated with their existing permit for commercial dredging. The operation is located within the navigation channel of the Arkansas River, between Navigation Miles (NM) 135.8 and 138.9 and between NM 139.4 and 149.5, in Pool 7, in Pulaski, Faulkner, and Perry Counties, Arkansas. Dredging is permitted both in and out of the navigation channel from NM 135.8 to NM 138.9, NM 139.4 to NM 140.7, and NM 143.8 to NM 147.6. Dredging is permitted in the navigation channel only from NM 140.7 to NM 143.8 and NM 147.6 to NM 149.5. The project purpose is to provide sand and gravel for commercial use. The overall purpose of the project is to perform dredging of the McClellan-Kerr Arkansas River Navigation System within and outside the navigation channel.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that The Honorable Barry Hyde, Pulaski County Judge, 201 South Broadway, Rm. 400, Little Rock, Arkansas 72201, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with the construction of an approximately 60-mile-long recreational trail from Hot Springs National Park to the Central High School National Historic Site. The proposed project is located in multiple streams and wetlands, in Garland, Pulaski, and Saline Counties, Arkansas. The project purpose is to provide a bicycle and pedestrian connection between Hot Springs National Park, the historic Saline River bridge, the Little Rock Central High School National Historic Site, the Arkansas River Trail, and the cities and communities in between these facilities. The project would allow pedestrians and bicyclists to safely enjoy outdoor recreation while fostering healthier communities and healthier individuals to enjoy a better quality of life while also providing a “green” transportation alternative and an economic stimulus to the local and regional economies. The project is located in the U.S. Army Corps of Engineers (USACE) Little Rock District, and the USACE Vicksburg District. The Little Rock District is the Lead District.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Department of Transportation, PO Box 2261, Little Rock, Arkansas 72203-2261, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with constructing a four-lane divided roadway connecting U.S. Highway 278 east of Monticello to U.S. Highway 65 north of McGehee (ArDOT Job No. 020678). The project is part of the future Interstate 69. The proposed project will impact several streams and adjacent wetlands in sections 13, 23 and 24, T. 12 S., R. 6 W., sections 1, 2, 3, 7, 8, 9, 10 and 11, T. 12 S., R. 5 W., sections 6, 7, 8, 9, 10, 11 and 12, T. 12 S., R. 4 W., and sections 7, 8 and 9, T. 12 S., R. 3 W., Drew and Desha Counties, Arkansas. The project purpose is to construct a portion of I-69 which will improve efficiency for the movement of goods, improve economic development in the Mississippi Delta and improve transportation linkages in areas of the United States that were overlooked in the original interstate system. The proposed project is approximately 17 miles in length, will consist of four lanes and will be constructed on new location. The project would initially construct two 12-foot-wide travel lanes with 8-foot-wide inside shoulders and 10-foot-wide outside shoulders. The remaining two lanes would be constructed as funding becomes available. This permit review will evaluate the impacts for the four-lane project as well as the proposed wetland and stream mitigation for all impacts.
