    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Matthew Mendenhall, Departee Creek Watershed Improvement District, 801 Fairway Circle, Springdale, Arkansas 72764, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of a floodwater retention lake. The proposed project is located in Departee Creek, Bailey Creek, and associated tributaries and wetlands, sections 15, 16, 20, 21, and 22, T. 11 N., R. 5 W., west of Thida, Independence County, Arkansas. The project purpose is to reduce floodwater damages on the agricultural floodplain of Departee Creek watershed.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Allan Ramseur, Post Office Box 526, West Plains, Missouri, 65775, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the discharge of 598 cubic yards (CY) of fill material below the Ordinary High Water Mark (OHWM) of four (4) unnamed spring-fed streams to construct four (4) earthen dams and four (4) recreational lakes. An additional 355 CY will be discharged below the OHWM of a pond to construct a 5th dam upstream of dam C to increase the size of Lake C. The proposed project is located in unnamed tributaries to the Spring River, in all quadrants of sections 20/29, T. 21 N., R. 5 W., and in the NW/NE quadrants of Section 29, T. 21 N., R. 5 W., Mammoth Springs, Fulton County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Legends Resort & Casino, LLC, Mr. Chuck Garrett, 777 West Cherokee Street, Catoosa, Oklahoma 74015, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of the Legends Resort and Casino. The proposed project is located in tributaries of Prairie Creek, and associated wetlands, largely in the SW 1/4 of section 35, T. 8 N., R. 20 W., Russellville, Pope County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that The Honorable Barry Hyde, Pulaski County Judge, 201 South Broadway, Suite 401, Little Rock, Arkansas 72201, has requested authorization for the placement of dredged and fill material in waters of the United States (WOTUS) associated with the construction of 7,500 linear feet of a north-south railroad spur at the Little Rock Port that would serve as the primary rail service for the south port area. The north end of the railroad spur will tie to the existing Little Rock Port network and extend south to Thibault Road. The southern terminus at Thibault Road will allow for the rail spur to be extended further south as the port continues to acquire property.

  • Interim Draft of the National Ordinary High Water Mark Field Delineation Manual for Rivers and Streams

    The U.S. Army Corps of Engineers (USACE) and EPA (the Agencies) jointly announce the availability of the Interim Draft of the National Ordinary High Water Mark Field Delineation Manual for Rivers and Streams (National OHWM Manual) and its accompanying data sheet. The Interim Draft National OHWM Manual provides draft technical guidance for identifying and delineating the OHWM using a scientifically supported, rapid framework. The Agencies are requesting comments and feedback from the public and practitioners on the Interim Draft of the National OHWM Manual via the public notice linked below. Following the public comment period and additional field testing, comments and feedback received from the public and practitioners will be utilized to further refine the Interim Draft of the National OHWM Manual for clarity, consistency, and technical accuracy. The one-year testing and comment period ends on December 1, 2023. A final version of the National OHWM Manual is anticipated to be published during 2024.
