    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Travis Koestner, Missouri Department of Transportation (MoDOT), 105 West Capitol Avenue, Jefferson City, Missouri 65102, has requested authorization for the placement of dredged and fill material in waters of the United States (WOTUS) associated with the construction of an approximately five-mile section of four-lane interstate highway on new alignment, referenced as the McDonald County Interstate 49 Bella-Vista Bypass project. Work will include construction of a standard diamond interchange at Missouri Route 90 with bridge (A7000) over Future I-49, grading (cut and fills), median barrier construction, and box culvert construction for hydraulic conveyance of stream flows under Future I-49. The Project will impact 12 jurisdictional streams (0, 0.75, 1, 2, 3, 5, 6, 7, 9, 10, 11, 12) and an existing MoDOT mitigation area (No. 263886) that was previously permitted under Department of the Army Permit No. 17757. Total impacts to WOTUS include approximately 8,640 linear feet of stream impacts, in addition to, approximately 581 linear feet of stream impacts to the existing mitigation area (No. 263886). The project site will impact Goodin Hollow Creek and tributaries, White Oak Hollow Creek, Mill Creek tributaries, and Rattlesnake Hollow Creek, located in parts of sections 10, 15, 21, 22, 27, 28, and 34, Township 21 North, Range 32 West, in McDonald County, Missouri.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Jeremy Hendrix, Redstone Construction Group, Inc., 505 West Dixon Road, Little Rock, Arkansas 72206, has requested a time extension of an existing permit for work in waters of the United States associated with the mining of an earthen berm that currently separates an ongoing sand and gravel removal operation from the Arkansas River. The proposed project is located at Jones Cutoff near Willow Beach on the left descending bank of the Arkansas River, Navigation Mile 111.5, in section 12, T. 1 N., R. 11 W., Pulaski County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Mark E. Carter, WYCAR Land Company, LLC, 315 E. Texas Street, Bossier City, Louisiana 71111, has submitted their View Point Farms Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank, which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, Mr. Mark E. Carter will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Mr. Mark E. Carter on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve. The primary purpose of this bank is to mitigate for unavoidable impacts to streams and wetlands authorized under Section 404 of the Clean Water Act. The project goals are to restore and enhance streams and wetlands functions and values within the mitigation bank area.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Stephen Cain, Arkansas Electric Cooperative Corporation (AECC), 1 Cooperative Way, Little Rock, Arkansas 72209, has requested authorization for the placement of dredged and fill material in waters of the United States associated with filling of a pond and stream. The proposed project is located in a jurisdictional pond and an unnamed tributary of Sulphur Creek, in section 13, T. 10 N., R. 10 W., Cleburne County, Arkansas. The project purpose is to construct a transmission line switching station.
