    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that City of Green Forest, PO Box 1510, Green Forest, Arkansas 72638 has requested authorization for the placement of dredged and fill material in approximately 1,680 linear feet of waters of the United States associated with the clearing, aligning and concrete lining of an existing channel. The proposed project is located in an unnamed tributary to Yocum Creek, in section 4, T. 19 N., R. 23 W., Green Forest, Carroll County, Arkansas

    On February 21, 2012, the U.S. Army Corps of Engineers (Corps) published the notice in the Federal Register announcing the reissuance of all existing nationwide permits (NWPs), general conditions, and definitions with some modifications. The Corps also issued two new NWPs, three new general conditions, and three new definitions. The NWPs will be effective on March 19, 2012, and will expire on March 18, 2017.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Natural State Streams (NSS), LLC has submitted their completed Little Horse Creek Mitigation Bank prospectus. The prospectus outlines the NSS proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues resolved on the prospectus, NSS will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent State and Federal resource agencies. The IRT will review the banking instrument and coordinate with the NSS on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Arkansas Highway Transportation Department (AHTD, PO Box 2261, Little Rock, Arkansas 72203 has requested authorization for the placement of dredged and fill material in waters of the United States associated with constructing the final two segments (jobs) of the Interstate 69 (I-69) Connector highway. The AHTD jobs are Job 20356 and 20357. Job 20356 will construct a two-lane east-west connector highway between State Highway 11 and U.S. Highway 425. Total length of this job is 3.04 miles and all construction will be on new alignment. Job 20357 will construct two of the four lanes for the main I-69 Connector highway. Total length of this job is 10.45 miles and all construction will be on new alignment. The proposed project begins in Drew County approximately five miles northeast of the City of Monticello, section 1, T. 12 S., R. 8 W., and ends approximately six miles southeast of Star City in section 12, T. 10 S., R. 8 W., Lincoln County, Arkansas. The approximate alignment is shown on enclosed Sheets 1 through 2 of 14.
