SWL 2011-00051-1 - 7/12/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department (AHTD),PO Box 2261, Little Rock, Arkansas 72203, has requested authorization for the placement of dredged and fill material in waters of the United States associated with constructing a four-lane highway bypass around the City of Bella Vista. This job would construct the eastern segment of the bypass. The western segment of the bypass was permitted in 2011, and is currently under construction. This eastern segment of the project begins just south of the community of Hiwasse at State Highway 72 and extends eastward to U.S. Highway 71 approximately one mile south of Bella Vista. The project extends for approximately six miles and is located in sections 7, 8, 12, 13, 14, 15, 16 and 17, T. 20 N., R. 31 W., Benton County, Arkansas. The entire project will be built on new alignment.

MVK 2012-00272 - 6/18/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344); notice is hereby given that the Arkansas Highway and Transportation Department (AHTD) has submitted their completed Little Bayou de Loutre Mitigation Bank prospectus. The prospectus outlines the AHTD’s proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues resolved on the prospectus, the AHTD will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will distribute the draft banking instrument to the Interagency Review Team (IRT), which is comprised of the Corps and the pertinent State and Federal resource agencies. The IRT will review the banking instrument and coordinate with the AHTD on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

SWL 2013-00041 - 6/17/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Southwestern Energy Company, 1000 Southwestern Energy Drive,Conway, Arkansas 72032 has submitted their Caney Creek Mitigation Bank (CCMB) prospectus. The prospectus outlines Streamworks Mitigation Service’s (SMS) proposal for developing and operating a single-user mitigation bank for Southwestern Energy Company (SWN) which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, SMS will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review team (IRT), which is comprised of the Corps, and pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with SMS on any issues until the banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve. The entire process usually takes a minimum of seven months.

SWL 2012-00305 - 4/3/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the City of Bentonville, 305 SW A Street, Bentonville, Arkansas 72712, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the construction of a concrete-lined stream channel and the replacement of four bridges. The concrete-lined channel would be 2,525 feet in length. To construct the concrete-lined channel, approximately 6,000 cubic yards of material would be excavated from the existing stream. Approximately 530 cubic yards of material would be placed in the channel and in an adjacent 0.1-acre wetland. The existing four bridges would be replaced with four 32-foot-wide by 40-inch-tall precast concrete culverts. The proposed project is located in an unnamed tributary to Little Osage Creek, in sections 31 and 32, T. 19 N., R. 30 W., Bentonville, Benton County, Arkansas.

SWL 2012-00438 - 3/22/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Kevin L. Steele, Steele Development, LLC, 620 McConnell,Joplin, Missouri 64801, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of an approximately 130-acre mixed-use commercial development. The proposed project is located in Silver Creek and associated tributaries and wetlands, in section 24, T. 27 N., R. 33 W., Joplin, Newton County, Missouri.
