    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403), notice is hereby given that Ronnie Duffield Gravel Company,16 Bluff Drive, Russellville, Arkansas 72802-7866,has requested a time extension of their existing permit to remove sand, gravel, and soil from dike fields along the Arkansas River. The proposed project is located on the left descending bank of the Arkansas River from Navigation Mile 200.0 to Navigation Mile 201.3, in section 3, T. 6 N., R. 20 W., in Pope County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department (AHTD) has submitted their completed Upper Saline River Mitigation Bank prospectus. The prospectus outlines the AHTD’s proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues resolved on the prospectus, the AHTD will submit a draft banking instrument to the District Engineer of the Little Rock District.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Gus Graham III, McGauglin Project, PO Box 956, Tuckerman, Arkansas 72473 has requested authorization for the placement of dredged and fill material in waters of the United States associated with the clearing and leveling of 1.6 acres of wooded wetlands and the relocation of 860 linear feet of an unnamed tributary to Pompeys Ditch. The proposed project is located in wetlands and a tributary, in the SW¼ of the NW¼ of section 29, T. 13 N., R. 2 W., west of Tuckerman, Jackson County, Arkansas.

    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the U.S. Army Corps of Engineers, Kansas City, St. Louis, Rock Island, Little Rock and Memphis Districts propose to issue the enclosed regional general permit (GP). This GP was issued on March 21, 2008 and expires on March 21, 2013. This GP, if renewed, will continue to authorize certain discharges of dredged or fill material in conjunction with the permanent protection and/or repair of flood damaged structures, damaged land areas, and/or damaged fills in waters of the United States within the States of Kansas (including Indian Country) and Missouri. This GP is proposed to be reissued unde the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and Section 404 of the Clean Water Act (33 USC 1344).
