The U.S. Army Corps of Engineers, Little Rock District recently named Sherwood, Arkansas native Edmund Howe as the 2025 Civilian of the Year.

The U.S. Army Corps of Engineers, Little Rock District recently named Sherwood, Arkansas native Edmund Howe as the 2025 Civilian of the Year.

LITTLE ROCK, Ark. -- The U.S. Army Corps of Engineers, Little Rock District recently named Sherwood, Arkansas native Edmund Howe as the 2025 Civilian of the Year.

The Civilian of the Year Award is the district’s top award given to a Department of the Army Civilian for their outstanding contributions to the organization’s missions.

Howe serves as the Chief of Hydrology & Hydraulics for the Little Rock District and has provided outstanding leadership and multi-district support as the technical lead on the Arkansas Water Plan, technical reviewer for the Lower Mississippi River Comprehensive Study, and technical lead on the McClellan-Kerr Arkansas River Navigation System 12-ft Channel Project. He is also a member of the USACE Committee on River Engineering. His dedication to service, unwavering commitment to excellence, and stewardship of programs and projects leaves a lasting, meaningful impact on the Little Rock District.

The Little Rock District has been serving the region since 1881. The district boundaries include Southern Missouri and most of Arkansas.

The district manages $6.5 billion worth of public infrastructure to include 12 reservoirs, 13 navigation locks and dams, 7 hydroelectric power plants, 146 public parks and 308 miles of navigation channel.
