    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Ms. Danielle Litaker Nall, Central Arkansas Mitigation Bank, LLC, 9800 Maumelle Blvd., North Little Rock, AR 72113, has submitted their LFCMB prospectus. The prospectus outlines the proposal for developing and operating the bank, which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, Central Arkansas Mitigation Bank, LLC will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Central Arkansas Mitigation Bank, LLC on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve. The primary purpose of this bank is to mitigate for unavoidable impacts to streams and wetlands authorized under Section 404 of the Clean Water Act. The project goals are to preserve and enhance stream and wetland functions and services within the mitigation bank area.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Don Breckenridge, B & B Materials, Inc., 11210 Highway 165, North Little Rock, Arkansas 72217, has requested authorization for work in waters of the United States associated with the mining of an earthen berm that currently separates an ongoing sand and gravel removal operation from the Arkansas River. The proposed project is located on the left descending bank of the Arkansas River, Navigation Mile 111.5, in section 12, T. 1 N., R. 11 W., Pulaski County, Arkansas. This is a modification to the original public notice dated June 16, 2016. The basic project purpose is to remove sand and gravel for processing and subsequent individual and commercial use. The overall purpose of the project is to remove the material deposited by the river with a hydraulic dredge and transport it to the existing adjacent facility for processing and sale.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, the Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203-2261, has requested authorization for the placement of dredged and fill material in waters of the United States associated with widening 17.8 miles of U.S. Highway 70 and constructing four replacement bridges. This project was originally planned as two AHTD jobs, CA0606 and 061377, but has now been combined into one job CA0610. The proposed project begins on the east side of Hot Springs and extends eastward to Interstate 30. The project is located in section 5, T. 3 S., R. 18 W., sections 23, 24, 26, 27, 33, 34, 35, T. 2 S., R. 18 W., sections 13, 14, 15, 16, 17, 18 and 19, T. 2 S., R. 17 W., and sections 18, 19, 20, 21, 22, 23 and 24, T. 2. S, R. 16 W., Garland and Saline Counties, Arkansas. The overall purpose of the project is to construct a wider roadway and replace four structurally deficient bridges between Hot Springs and Interstate 30. The basic purpose of the project is to enhance safety and relieve congestion on U.S. Highway 70.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203-2261, has requested authorization for the placement of dredged and fill material in waters of the United States associated with constructing the southwest segment of the Paragould Bypass. The southeast segment of the bypass was authorized in 2011 and is currently under construction. The southwest segment would cross twenty streams. The proposed project is located on the southwest side of Paragould and would connect State Highway 358 and U.S. Highway 49 on the south side of Paragould and U.S. Highway 412 on the west side of Paragould. The project is located in section 32, T. 17 N., R. 5 E., and sections 4, 5, 9, 14, 15 and 16, T. 16 N., R. 5 E., Greene County, Arkansas. The basic purpose of the project is to construct a connector between U.S. Highway 412 on the east and west sides of Paragould, and U.S. Highway 49 on the south side of Paragould. The overall purpose of the project is to enhance safety and improve traffic operations on U.S. Highway 412.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the, Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203, has requested a modification and extension of their existing permit which authorizes the placement of dredged and fill material into waters of the United States associated with replacing the bridges and approaches over the White River and its adjacent floodplain at Clarendon. The modification would include the discharges into the White River associated with the existing (old) bridge demolition. The permit extension includes continued authorization for fill material previously placed in wetlands for construction of the temporary connector road, the placement of fill material for construction of a boat ramp at Old River Lake and parking areas, and the placement of fill material for temporary work roads and loading ramps for demolition. The project is located on the White River and its adjacent wetlands at river mile 99.1, in sections 21, 22, 28, and 29, T. 1 N., R. 3 W., Monroe County, Arkansas. The old bridge is located approximately 0.4 miles upstream from the new bridge. The new bridge was completed and opened to traffic on August 15, 2016. The basic purpose of the project is to construct a boat ramp and parking areas for recreation, and construct temporary work roads and loading ramps for demolition and debris removal. The overall purpose is to complete the White River Bridge replacement job which includes demolition and removal of the old structures and embankment approaches.
