    Expiration date: 6/21/2021

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the City of Bryant has requested authorization for the placement of dredged and fill material in waters of the United States associated with the extension of the Bryant Parkway from Shobe Road to State Highway 183. The project will impact a total of 364 linear feet of jurisdictional stream (mitigated through the purchase of 1,238 stream credits) and 1.70 acres of jurisdictional wetlands (mitigated through the purchase of 17.6 wetland credits). The proposed project is located in sections 26, 34 and 35, T. 1 S., R. 14 W., and in section 3, T. 2 S., R. 14 W., Bryant, Saline County, Arkansas.

    In accordance with Title 33 CFR 325.2 and 325.7(e), as published in the November 13, 1986, Federal Register, the Kansas City District, U.S. Army, Corps of Engineers (as lead district), in conjunction with the St. Louis District, Rock Island District, Little Rock District, and Memphis District (map enclosed) proposes to reissue General Permit 34 Missouri (GP-34M, GP) which would authorize the discharge of dredged or fill material in association with excavation of sand and gravel in waters of the United States within the State of Missouri. This GP would be reissued under the authority of Section 404 of the Clean Water Act (33 USC 1344) and Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403). The GP was originally issued December 18, 1995, with a renewal occurring every five years, and most recently reissued on July 28, 2016. In the preceding 5-year period, there were a total of 51 actions authorized under the provisions of this GP in the Kansas City District and a total of 78 actions by all Districts.

    On August 28, 2020, the Little Rock District Corps of Engineers issued a public notice announcing consideration of reissuance of this regional general permit for the repair of levees, creation of dredged material disposal areas, fill of scour holes, and the construction, modification, or maintenance of dikes and revetments. The authority for permit issuance is found in Section 404 of the Clean Water Act (33 U.S. Code 1344). Corps districts are authorized to develop regional general permits in accordance with Title 33, Code of Federal Regulations Parts 325.2(e)(2) and 325.5(c)(1).

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Arkansas Department of Transportation, PO Box 2261, Little Rock, Arkansas 72203-2261, proposes the establishment of a wetland and stream mitigation bank in Cleveland and Dallas Counties, Arkansas, and has submitted their Moro Creek Mitigation Bank prospectus. The proposed 944.7-acre site is located approximately five miles southeast of the community of Carthage and just east of Highway 229 and west of Highway 167. The prospectus outlines the proposal for developing and operating the bank, which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, Arkansas Department of Transportation (ArDOT) will submit a draft banking instrument to the District Engineer. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Arkansas Department of Transportation on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.
