The public is hereby notified of the availability of the draft Detailed Project Report and Environmental Assessment (DPR-EA) and draft Finding of No Significant Impact (FONSI) for the Stump Creek, Little Rock, AR (Pulaski County) study. A 30-day public comment period begins on November 13, 2023, and ends December 13, 2023.

The U.S. Army Corps of Engineers (USACE), Little Rock District, in partnership with the City of Little Rock, is conducting the study under Section 208 of the Flood Control Act of 1954, which allows for in-stream clearing and snagging projects in the interest of flood risk management. The draft DPR-EA evaluates the feasibility of minimizing flooding risk during higher precipitation events along Stump Creek east and southeast of Reck Road.

The draft EA was prepared in accordance with the National Environmental Policy Act (NEPA) of 1968, as amended, to assess and document the potential effects of the alternatives considered on the human and natural environment. The USACE has made a preliminary determination that the Recommended Plan, which includes removing debris and snags from approximately 2,000 feet of Stump Creek, would not result in significant degradation to the environment and therefore supports preparation of a Draft FONSI. The draft DPR-EA and draft FONSI will be available for download beginning November 13, 2023, on the Little Rock District website at: https://www.swl.usace.army.mil/Missions/Planning/Stump-Creek-Flood-Risk-Management/.
The 30-day comment period is being provided to solicit public feedback on the study. All submitted comments will be made part of the public record and considered in preparing final documentation for completion of the NEPA process. Any interested party is invited to submit written comments by December 13, 2023 using any of the following methods:
