Dr. Darrin Curtis assumed duties as the deputy for Programs and Project Management and chief of the Programs and Project Management Division for the U.S. Army Corps of Engineers Little Rock District, April 19, 2026. He leads the district’s Civil Works, Military and Interagency and International Support programs.
Curtis previously served as deputy chief of the Programs and Project Management Division and as chief of the Medical Program Branch. He also served as the lead program manager and a project manager in the Medical Support Branch.
Prior to his arrival at the district in 2010, Curtis served as an active-duty officer in the U.S. Air Force Biomedical Science Corps. He retired as a lieutenant colonel in 2009 after 20 years of service. His military career included deployments in support of Operation Iraqi Freedom, Operation Joint Endeavor, Operation Joint Guard and Joint Task Force Bravo.
He holds a doctorate in engineering and both a master of science and bachelor of science in civil engineering from the University of Arkansas. He is a licensed professional engineer, a certified Project Management Professional and a graduate of the Air War College. He is also a member of the Arkansas Academy of Civil Engineers.
Curtis’ civilian awards include the Commander’s Award for Civilian Service and the Achievement Medal for Civilian Service.
His military awards include the Meritorious Service Medal with one oak leaf cluster, Air Force Commendation Medal with two oak leaf clusters, Air Force Achievement Medal, Joint Service Achievement Medal, Army Achievement Medal with one oak leaf cluster, Army Reserve Component Achievement Medal, National Defense Service Medal with one service star, Armed Forces Expeditionary Medal, Iraq Campaign Medal with one service star, Global War on Terrorism Expeditionary Medal, Global War on Terrorism Service Medal, Armed Forces Service Medal, Military Outstanding Volunteer Service Medal, Air Force Expeditionary Service Ribbon with gold border and two oak leaf clusters, Air Force Longevity Service Award with five oak leaf clusters, Armed Forces Reserve Medal with one hourglass device, Army Noncommissioned Officer Professional Development Ribbon, Air Force Training Ribbon, Army Service Ribbon and NATO Medal.
