P.J. Spaul (left) is presented the Meritorious Civilian Service Award by Colonel Glen A. Masset. P.J. faithfully served the Corps of Engineers with great distinction for 26 years, and has ben an exemplary spokesman for the Corps, especially during times of natural disasters.
