Duties

Serves as Deputy to the Resource Management Officer, District Budget Officer and Chief Budget and Manpower Management Branch. Integrates branch programs. Provides broad and specific policy guidance, analyses and recommendations that facilitate achievement of program goals and objectives. Interprets and interrelates program plans, resource constraints, budget proposals, cost of operations, and program accomplishments to produce reliable budgetary and managerial data and recommendations to senior leadership. Other areas overseen include the Management Control Process, Corps of Engineers Manpower Requirements System (CEMRS), and the semi-annual District budget build.

Job Description

Budget Officer Duties: Administers the District's overall budgetary management system, ensuring the development of plans and policies to implement higher headquarters’ directives for budget functions. Oversees the formulation and execution of the annual command-operating budget. Maintains fiscal control of civil works, military program, revolving fund, and reimbursable funds. Provides budgetary technical leadership for major activity directors, District staff and activities with budget reporting responsibilities. Administers a complex annual operating budget of direct and reimbursable funds involving Military and Civil Works separate appropriations, and a large, diverse revolving fund (stock fund). Conducts educational sessions for District personnel on topics within the budget arena to assure full understanding and uniform implementation and efficiency.

Specialized Experience

One year of specialized experience which includes performing at least 2 out of the 3 following duties: 1) monitoring funds and expenses for an annual operating budget; OR 2) analyzing trends to identify budgetary problems and forecast funding needs; OR
3) preparing reports on the status of funds, expenditures, and obligations. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service.
