Southern Enterprise Levee Restoration Information

Background: The Southern enterprise Private Levee system was damaged during the May/June 2019 Arkansas River Flood Event, leading to the Levee Sponsor submitting a Public Law (PL) 84-99 Rehabilitation Assistance request to the U.S. Army Corps of Engineers (USACE) Little Rock District (SWL).  Southern Enterprise Levee is locally operated and maintained by the City of Fort Smith, Arkansas.

Current Action:  The project is ineligible for rehabilitation assistance.

Status Update

20 October 2019 – The Project Information Report was completed. The Benefit to Cost Ratio was 0.43 which is below the requirement for assistance. The project is ineligible for rehabilitation assistance. Rehabilitation Assistance projects must have a favorable Benefit-to-Cost Ratio (i.e., > 1.0) in accordance with the Principles and Guidelines contained in Chapter 6, ER 1105-2-100, regarding National Economic Development (NED) Benefit Cost Analysis.

12 July 2019 – An initial site damage assessment and economic analysis has been completed by the USACE Little Rock District (SWL) team.  From this initial assessment, the team has determined that there are damages to the levee system that are eligible for Public Law (PL) 84-99 Rehabilitation Assistance.
