| The Finance and Accounting Branch provides financial management advise, guidance and support to the District in matters of relating to: | ||||
| ••Fiscal and accounting policy | ||||
| ••Appropriations law to include the appropriate use of funds as relates to | ||||
| •time, purpose and amount | ||||
| ••Disbursing policy guidance | ||||
| ••Operation accounting policy• | ||||
| ••Interpretation of financial report and statement | ||||
| ••Development of local management queries and reports | ||||
| ••Analysis of financial data | ||||
| ••Assistance, instruction and problem resolution with matters relating | ||||
| •to the Corps of Engineers Finance and Accounting System (CEFMS)d | ||||
| ••Oversight of the District CEMS Problem Reporting and Tracking System and | ||||
| •coordination of CEFMS Systems Development office | ||||
| ••Coordination of timekeeping, payroll reporting, and pay problem reconciliation | ||||
| ••Assistance with the use of Civil Appropriated Funds, Military Appropriated | ||||
| •Funds and The District Revolving Fund. Area of expertise include, but are not | ||||
| •limited to, hydropower accounting, cost sharing and escrow agreement, | ||||
| •accounts payable and receivable, financial accounting, collections, financial | ||||
| • management reports, account for property, payroll and timekeeping, | ||||
| •management of Revolving Fund Accounts, transactions for and by other | ||||
| •(TFO/TBOs), Uniformed S&A accounting requirements, , travel management | ||||
| •accounting, collections, financial management reports, accounting for | ||||
| •construction or work-in-progress (CIP, WIP) and interpretation of financial | ||||
| • reports. | ||||
