Little
Rock District has a healthy variety of military projects in various stages
of design, contracting and construction. Here are just a few highlights
of our present program.
Little
Rock Air Force Base

Little Rock District manages the design and construction program at Little
Rock Air Force Base, which currently
consists of $30 million in construction and $10.4 million in design. Projects
under construction
include the 2008 Joint Education Center, 2008 Repair Airfield, and the
2010 Weapon System Flight Simulator Addition. The only project in the
design phase is a $10.4 million Security Forces Operations Facility, with
funding projected in 2010. The 2005 BRAC program is complete. The following
BRAC facilities were turned over to Little Rock Air Force Base during
fiscal year 2009: 2007 C-130 Flight Simulator Facility, 2007 Wing Headquarters,
2007 Corrosion Control Hangar, 2007 Squadron Operations Facility, and
the 2008 Maintenance/Storage Facility.
Construction
Status
-
Security Forces Operations Facility: A design directive for this $10.4
million FY2010 project was issued on 28 July 2009. The facility provides
a consolidated Security Forces Complex to replace three separate and dispersed,
old, and inefficient facilities. Construction contract award is currently
planned for July 2010.
- Weapon
System Trainer (WST) Flight Simulator Addition: A construction contract
was awarded in January 2010 for completion of this $5.8 million FY2010
project. The facility includes a high-bay addition to the 2007 BRAC WST
Flight Simulator Facility. Construction is currently scheduled to be completed
in March 2011.
- Joint Education
Center: A construction contract was awarded in June 2009 for completion
for this new $14.4 million FY2008 joint facility. $9.8 million of the
funds are MILCON. The city contributed $5 million of which approximately
$360,000 was required to fund design activities. Construction is currently
scheduled to be completed in November 2010.
- Repair
Airfield: The contract for the $9.8 million Repair Airfield FY2008 project
was awarded in February 2009. The project includes repair of airfield
pavements at Little Rock Air Force Base. Construction is currently scheduled
to be completed in May 2010.
- BRAC 2005
projects: The five BRAC projects have been completed and turned over to
Little Rock Air Force Base. The 2007 $4.9 million C130 Weapon System Trainer
Flight Simulator was accepted for occupancy by the Air Force on 30 January
2009. The 2007 $7.7 million Wing Headquarters facility was accepted for
occupancy by the Air Force on 24 February 2009 and a ribbon cutting was
held on 16 April 2009. The 2007 $10.7 million Corrosion Control Hangar
was accepted for occupancy by the Air Force on 25 February 2009. The 2007
$12.8 million Squadron Operations facility was accepted for occupancy
by the Air Force on 26 February 2009. The 2008 $2.8 million BRAC C-130
Maintenance/Storage Facility was accepted for occupancy by the Air Force
on 29 September 2009.
Pine
Bluff Arsenal
Location
and Description: Pine Bluff Arsenal, Jefferson County, Arkansas. The District
administers design and construction of the Installation's military construction
programs. Currently approximately $47 million in MILCON design and construction
projects, are underway, nearing completion or in planning stages, under
administration of the Little Rock District.
Construction
Status:
- Family
Housing Replacement PN 60213: PA $2.4 million Whole Neighborhood Revitalization
by construction of 10 officer family housing units complete with neighborhood
amenities and supporting infrastructure. The project was originally solicited
competitively as a Request for Proposal (RFP) in March of 2007. In May
of 2007, the installation staff was made aware of re-stationing actions,
which reduced the officer family housing requirement from ten to six units.
This reduction of the scope below 75 percent of the original requirement
necessitated congressional notification. Approval to re-advertise the
project at the reduced scope was given in July of 2007. The project was
redesigned and re-advertised at the reduced scope on 26 October 2007.
The project was awarded to CWR Construction of North Little Rock Arkansas
in March, 2008. The project is currently under construction and the expected
to be completed by 15 March 2010.
- Bomb Storage
Infrastructure Upgrades PN 67106: PA $25 million. The 71 warehouses, constructed
in 1942, are used to store Category III and IV Armed Ammunition and Explosives
(AA&E). This project will bring the warehouses into security compliance
as defined by Paragraph G-2, “Criteria for existing facilities storing
II through IV arms” of Army Regulation 190-11 issued in 2006. The
upgrades and improvements include water supply, security and fire alarm
systems, fire hydrants, power supply systems, roofs, wall structures,
doors, floors, lighting, ventilation equipment, roads, driveways and loading
docks. Since completion of the design in October 2009, the project has
been advertised and awarded on 22 January 2010. Construction is estimated
to be complete in February 2012.
- Steam Line
Replacement, PN 67442: PA $20.9 million. This ARRA project will be integrated
with a separate DoE Energy Savings Performance Contract (ESPC) for energy
cost savings to the installation. The ESPC project will replace energy
systems, while the ARRA project will demolish and remediate existing central
boilers (source of steam) and air compressors and their distribution lines.
The ARRA project will also upgrade and repair natural gas, fiber optic,
and electrical infrastructure. Both ARRA and ESPC projects will improve
facilities and overall energy efficiency in one of the Arsenal's primary
mission areas. Project is scheduled for design-build contract award in
May 2010 and a construction completion in June 2012.
Pine Bluff
Arsenal Explosive Destructive System

The
Non-Stockpile Chemical Materiel Explosive Destruction System at Pine Bluff
Arsenal is required to destroy non-stockpile chemical warfare materiel
in accordance with the provisions of the Convention on the Prohibition
of the Development, Production, Stockpiling and Use of Chemical Weapons
and on their Destruction, ratified by Congress in April 1997.
The 1,275 recovered chemical weapons, 56,600 binary weapons components,
bulk binary weapons fills, and Chemical Agent Identification Sets stored
at Pine Bluff Arsenal all must be destroyed by April 2007 to comply with
the treaty. This facility will provide the specialized equipment, safety
equipment, and controlled atmosphere necessary to safeguard the public,
the operating personnel and the environment during the destruction of
the non-stockpile chemical weapons.
The Resource Conservation and Recovery Act permit application was delivered
to the state for review in April 2003. State approval of the permit application
is expected this month.
The initial design for the project was completed in September 2003. At
that time an Analysis of Alternative was conducted, and it determined
that using a newly developed technology, the Explosive Destruction System
(EDS) was a more effective, safe and time responsive method of destruction
the non-stockpile materiel. The EDS will consist of three 40- foot by
12-foot mobile systems that will be transported to the site on trailers.
A charge will be placed on the non-stockpile materiel and then placed
into the EDS and sealed. The charges will be detonated, the fragments
will be neutralized with a reagent and the resultant liquid and fragments
will then be disposed of in a permitted area.
Supporting facilities will include a 12,500 square-foot warehouse, two
modular buildings that will serve as a command post and a break building,
an access road, a parking lot and utilities.
Design was completed in July of 2004. Notice to proceed on construction
is expected by mid September. The Initial programmed amount for the project
was $18.9 million; however the new design incorporating the EDS is expected
to be substantially less.
Update
January 27, 2006: Work is underway on the complex that will allow
destruction of non-stockpile chemical warfare materail stored at the arsenal.
Construction is expected to be complete in February 2006. All munitions
are expected to be destroyed by April 2007.

Fort
Chaffee
Location
and Description
The projects are located at Fort Chaffee in Sebastian County, Arkansas.
Little Rock District is providing support to the Department of Energy
(DOE), Office of Secure Transportation (OST), the Arkansas Army National
Guard (ANRG), and the Navy Seals at Fort Chaffee. The Arkansas National
Guard obtained the use of Fort Chaffee by license during the Base Realignment
and Closure Program and the installation became known as the Fort Chaffee
Maneuver Training Center. The Department of Energy, Office of Secure Transportation,
has established a permanent training facility for new federal agent recruits
at Fort Chaffee. OST acquired approximately 6 acres of property under
the Base Realignment and Closure program, and has leased additional acreage
and facilities from the Ft. Chaffee Redevelopment Authority. They have
also secured the joint use of substantially more land and facilities through
an agreement with the Arkansas Army National Guard. DOE entered into an
interagency agreement with Little Rock District, in 1998 and again in
2007, to provide facility maintenance, engineering consultation, design
services, and construction projects. The latest Interagency Agreement,
signed in June 2007, has a period of performance of 5 years with a $50
million limit.
Status
In June 2009, the Little Rock District awarded a $45 million Job Order
Contract (JOC) to SDIC Constructors, a small business 8 (a) Native Hawaiian
Organization, for Fort Chaffee projects. Though the National Guard designs
and constructs many of its own projects through state procurement sources,
Little Rock District has strengthened its relationship with the ARNG facilities
management staff over the past several years. Several JOC task orders
for ARNG and Navy Seals projects, with a total value of approximately
$3.1 million, have been awarded since June 2009. It is anticipated that
several additional ARNG and Navy Seals projects, utilizing the Job Order
Contract, totaling over $3.0million, will be realized in FY10. In the
past, DOE-OST projects to upgrade current Ft. Chaffee facilities have
been accomplished using Little Rock District's Job Order Contract, but
funding has not been available for FY09 or FY10 projects. Several larger
projects are anticipated in future years for OST, which will likely require
design and more complex procurement actions. The Little Rock District
has provided support to DOE-OST by responding to rapidly changing requirements,
especially on maintenance and security projects. SWL has also completed
a comprehensive master plan for DOE-OST at Ft. Chaffee and is providing
other real estate support.
Activities/Milestones
for FY 2010
Continue providing engineering, construction, and other technical support
to support OST, ARNG and Navy Seals missions at Fort Chaffee.
