LOCATION AND DESCRIPTION: The Department of Veterans Affairs and the Army Corps of Engineers signed a Memorandum of Agreement, 27 September 2007, for the purpose of establishing a mutual framework governing the respective responsibilities of the parties for the provision of Department ofPhoto. Interior rennovations. Army planning, design, and construction management goods and services. The goods and services which the Army Corps of Engineers provides includes technical investigations, project management, real estate services, design services, construction services, environmental services, and contracting services.

The Little Rock District provides project management, design services, and contracting support to the Veterans Integrated System Network (VISN) 17 Region located in Texas and VISN 15 Kansas City VA Medical Center. VISN 15 Kansas City VA Medical Center is a new customer in 2010. In the spring of 2008, the Veterans Affairs VISN 17 contacted Little Rock District to execute 11 non-recurring maintenance projects worth approximately $14.5 million and five minor construction projects totaling over $26.4 million. The projects are located in Texas at Veterans Affairs Medical Centers in Dallas, Bonham, Temple, Waco, San Antonio, and Kerrville. The Non-Recurring Maintenance (NRM) projects include operational and maintenance, technological upgrades, patient and clinical areas, upgrading elevators, infrastructure, and enhancing energy systems. The Minor Construction projects include construction of hospital additions (MRI Additions) and major renovations of patient, surgery, mental health and clinical areas.

PROPOSED ACTIVITIES/MILESTONES FOR FY 2010: The District is acquiring $43.3 million in design and construction services for the VISN 15 Kansas City VA Medical Center, Missouri. The VISN 15 projects including an MRI addition, an emergency room expansion, renovation of elevators and restrooms, care unit renovation, and other clinical renovations. This effort will require Architect-Engineering services task orders to develop design-build documents to advertise in 2011.

PROPOSED FUNDS IN FY 2011: Anticipated activities in FY 2011 include awarding design-build contracts for the five projects totaling $40 million from design-build documents developed in FY 2010.

ISSUES AND OTHER INFORMATION: The Little Rock District has awarded two Architect-Engineering Services IDIQ contracts to provide A-E capacity for VISN 17. One award was for an AE IDIQ, unrestricted, 5-years, $8 million capacity contract. The other award was for an AE IDIQ, Service Disabled Veterans Owned, 5-years, $4 million capacity contract.
