RAB Meeting: The meeting
was called to order at 6:30 PM by Ms. Rhoads, Community Co-Chair.
Ms. Joslin reviewed notes from the December 12 SWPG RAB meeting.
At that meeting Ms. Morehead furnished copies of the operating
procedures that were formulated by the RAB. No changes or
alterations were requested and the operating procedures were
approved as written.
New business for the July 24th
meeting included a report by Ms. Morehead on technical assistance
for public participation. Technical assistance is available if RAB
members need to learn more about a technical subject. The key is
that the RAB must identify a project that they feel is needed. The
topics of community involvement and clean-up recommendations were
discussed next. When the Corps makes a recommendation on this, the
needs and desires of the community are the factors considered. The
overriding concern is always assurance of public safety. Ms.
Morehead told the group that she wants their input and opinions on
what's important at SWPG. She said she needs feedback on how areas
within the site are currently used and where the concentration of
the population is. Once a report containing all the information
collected from RAB members is drafted it will be submitted to RAB
members for input. That input will be addressed and considered
before the report is finalized.
Ted Brzinski of Parsons
Engineering Science of Atlanta reported on the status of
preparation of a supplement to the SWPG EE / CA. Copies of
detailed notes on previous removal actions over the past 4-5 years
are available from Parsons. A history of the site was discussed
along with requests for RAB members to offer information on land
use or population changes. Parsons is looking at the site to
determine whether there have been changes in technology that might
be helpful or more effective. Mr. Brzinski discussed risk
management focusing on how risks or hazards are compared and
alternatives to address the risks are developed and prioritized.
Population, topography, site accessibility - all these factors and
many more must be considered. As requested, RAB members offered
considerable input to Mr. Brzinski and Ms. Morehead regarding how
the people are using the site, activities that are now taking
place or that they know are planned, locations where there is
considerable erosion, where the residences are, where ordnance has
been found. Mr. Brzinski said he anticipates review of this type
will continue for some time because of the amount of ordnance at
SWPG and the extensive acreage involved.
A new final report and Action Memorandum may include changes or
revisions to the 1997 report and Action Memorandum. As required by
Federal law, recurring review will take place every five years.
During the review, conditions at the site are evaluated to
determine whether anything has changed and whether the originally
selected plan is still protecting the community.
Arrangements for more interviews
with RAB members and community citizens and development of a
public display for community safety education were made. Ms.
Rhoads adjourned the meeting. |
