Dr. Randy Hathaway serves as the Deputy District Engineer and the Deputy for Programs Management (DPM) for the Little Rock District. He began this assignment in March 2008 and is responsible for senior leadership and execution of the District’s programs.

Randy has over 30 years of experience in various assignments, such as the Chief of Engineering and Construction Division; Chief of Planning, Environmental and Regulatory Division; Chief of Project Management Branch and as a Senior Project Manager for both military and civil works projects. In 2005, Randy spent 8 weeks in Beaumont, TX establishing a Field Recovery Office for approximately 330 employees as a result of Hurricane Rita. From 1991 to 1998, Randy served as the program developer, catalyst, and administrator of the Corps-wide Emerging Leaders Conference.

Randy holds a Doctorate in Business Administration with a major in Management as well as both Bachelor’s and Master’s degrees in Civil Engineering. He is also a graduate of the Army Management Staff College.

Randy is a Registered Professional Engineer and a Registered Professional Sanitarian with the State of Arkansas. He’s also a certified Project Management Professional with the Project Management Institute (PMI). Randy is a member and also the chapter founder of the PMI Central Arkansas Chapter. He also is a member of the Society of American Military Engineers.

In 2001 Randy received the Corps-wide LTG John W. Morris Civilian of the Year award over 35,000 employees. Randy has also received two Superior Civilian Service Awards, four Commander Awards and the Achievement Medal for Civilian Service.

Randy enjoys playing his guitar and golf with his kids.
