    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. David Hopkins, PE, City of Little Rock, Arkansas, 7001 West Markham, Little Rock, Arkansas 72201, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with drainage improvements of approximately 964 linear feet of an unnamed tributary of the Arkansas River (locally referenced as State Capitol Drain). Total impacts to waters of the United States include approximately 964 linear feet (~0.69 acres) of stream impacts. The proposed project is located in the residential area along 4th Street near the intersections with Valentine Street and Valmar Street in the State Capitol Drain, in the NE 1/4 of section 5, T. 1 N., R. 12 W., Little Rock, Pulaski County, Arkansas. The project purpose is to improve drainage in this area by aiding in the prevention roadway overtopping and flooding of properties during storm events.

    Note. This public notice (ArDOT Northwest Arkansas National Airport Access Road) was previously published on June 12, 2023, prior to the proposed ArDOT Springdale Northern Bypass public notice. It should have been published after the Springdale Northern Bypass public notice since the Bypass would serve as the terminus for the Airport Access Road. Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Arkansas Department of Transportation, PO Box 2261, Little Rock, Arkansas 72203-2261, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with constructing a new highway that will connect the future Springdale Northern Bypass to the Northwest Arkansas National Airport. The proposed project will cross nine streams and two wetlands and is located in sections 4, 9, 14, 15, 16, and 23, T. 18 N., R. 31 W., Benton County, Arkansas. The project purpose is to improve access from the future Springdale Northern Bypass (SNB) to the Northwest Arkansas National Airport (XNA). As the population increases in Northwest Arkansas, demand at XNA has increased for both passenger and freight flights. The proposed project would provide an improved connection between XNA and the SNB that reduces congestion and increases reliability.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Joe O’Leary, Buc-ee’s Russellville, LLC, 327 FM 2004, Lake Jackson, Texas 77566, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of a travel center. The proposed site consists of a store, fuel pumps, parking lots, interior travelways/roadways, stormwater detention basins and related ancillary features. The project will also include construction of a frontage road along the north side of I-40 and relocating the existing entrance ramp from its current location to the west. The proposed project is located in streams, open waters, and wetlands associated with Prairie Creek, in the SE ¼ of section 34, T. 8 N., R. 20 W., Russellville, Pope County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that John T Fleming, Arkansas Department of Transportation (ArDOT), 10324 I-30, Little Rock, AR 72205, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with constructing a new approximate 0.90-mile-long roadway and improvements to Highway 10 (Excelsior Road), West Elm Street, East Center Street and Highway 96, in Greenwood, Arkansas. The proposed project is commonly referred to as the Greenwood Bypass and is located in the City of Greenwood, in sections 7, 11, 12, 14 and 15, T. 6 N., R. 31 W., Sebastian County, Arkansas. The project purpose is to improve traffic conditions in Greenwood, Arkansas.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Andy Peeples, Arkhola Sand and Gravel Company/APAC-Central, Inc., 1010 Frontier Road, Barling, Arkansas 72923, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with the continuation of their commercial sand and gravel dredging operations in the Arkansas River. The permit would be extended for five years, through December 31, 2028. Arkhola Sand and Gravel Company has had a Department of the Army Permit for dredging operations in this area since 1972. The proposed project is located in the Arkansas River, between Navigation Miles 260.9 and 292.0, in Franklin, Crawford, and Sebastian Counties, Arkansas. The basic purpose of the project is to provide sand and gravel for commercial use.
