SWL 2011-00362-1 - 5/15/2017: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Ms. Lesley Taylor, 1 Nick Lane, Conway, AR 72032, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with the filling of a man-made pond. The proposed project is located in an unnamed tributary of Rock Creek, in the NW 1/4 of section 1, T. 1 N., R. 14 W., Little Rock, Pulaski County, Arkansas. The basic purpose of the project is to fill a man-made pond. The overall purpose of the project is to fill a 1.18-acre man-made pond in order to restore the aquatic habitat of the previously existing intermittent stream. Please be made aware that 0.55 acre of this 1.18-acre pond was already filled without permit authorization.

MVK 2017-00338 - 5/11/2017: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, the Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203-2261, has requested authorization for the placement of dredged and fill material in waters of the United States associated with widening 4.3 miles of U.S. Highway 167 and replacing three bridges with three box culverts. The proposed project begins on the north side of Hampton and extends northward to State Highway 274. The project is located in sections 7, 8, 17, 18, 19, 20, 29, 30, 31 and 32, T. 13. S., R. 13 W., Calhoun County, Arkansas. The overall purpose of the project is to construct a wider roadway and replace three structurally deficient bridges. The basic purpose of the project is to enhance safety. The project is not water dependent. The entire project would be built on existing alignment and would add two travel lanes and a turn lane. The upgraded roadway would consist of four 12-foot-wide travel lanes with 8-foot-wide shoulders and an 11-foot-wide center turn lane. The average right-of-way width for the project is 130 feet and the total length for the project is 4.3 miles. The Federal Highway Administration approved this job as a categorical exclusion (CE) on May 31, 2016. A copy of the CE is available for viewing at the AHTD Central Office in Little Rock.

SWL 1990-06699-10 - 5/1/2017: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Bob Ralls, Ash Grove Cement Company, 11011 Cody Street, Overland Park, Kansas 66210, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the Foreman Plant Expansion. The proposed project is located in French Branch and associated tributaries and wetlands, and tributaries and wetlands associated with Sterling Branch, in sections 33 and 34, T. 12 S., R. 32 W., near Foreman, Little River County, Arkansas. The basic purpose of the project is to produce cement for commercial use. The overall purpose of the project is to continue the operation of the Foreman Plant Expansion. The project is not water dependent.

SWL 2017-00048 - 4/14/2017: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department, PO Box 2261, Little Rock, Arkansas 72203-2261, has submitted their Wiseman Tract Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank, which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, Arkansas Highway and Transportation Department will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Arkansas Highway and Transportation Department on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

SWL 2016-00358 - 3/23/2017: Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403), notice is hereby given that, Mr. Robert T. Williams, P.O. Box 2126, Conway, Arkansas 72032, has requested authorization for work in waters of the United States associated with a sand and gravel removal project. The proposed project is located on the left descending bank of the Arkansas River, Navigation Mile 150.2 to Navigation Mile 152.7, near Conway, Faulkner County, Arkansas. The basic project purpose is to remove sand and gravel for processing and subsequent individual and commercial use. The overall purpose of the project is to remove the material deposited by the river with a front-end loader or hydraulic dredge situated on a barge and transport it by dump truck or barge for processing and subsequent sale.
