    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Frank Pampalone, Walmart Stores, Inc., 2001 SE 10th Street, Bentonville, Arkansas 72716, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of a Walmart Neighborhood Market. The proposed project is located in wetlands, in the SE 1/4 of section 32, T. 1 N., R. 13 W., Little Rock, Pulaski County, Arkansas. The basic purpose of the project is commercial development. The overall purpose of the project is to construct a Walmart Neighborhood Market in the vicinity of Highway 5 and Baseline Road in Little Rock. The project is not water dependent. The project would include a 41,952-square-foot Neighborhood Market with 185 parking spaces. Impacts to waters of the United States would include the fill of approximately 0.69 acres of wetlands.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Brandon Huffman, Panther Branch LLC, P.O. Box 242840, Little Rock, Arkansas 72223, has requested authorization for the placement of dredged and fill material in waters of the United States associated with the construction of an approximately 300-unit apartment complex. The proposed project is located in unnamed tributaries to Rock Creek, associated wetlands, and one open water pond, in the NW 1/4 of section 6, T. 1 N., R. 13 W., Little Rock, Pulaski County, Arkansas. The basic purpose of the project is to provide housing. The overall purpose of the project is a residential development including approximately 300 apartment units in the West Little Rock area.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Streamworks Mitigation Services, LLC, ATTN: Ms. Jody Duke, P.O. Box 23612, Little Rock, Arkansas 72221, has submitted their Gum Log Creek Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank, which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, Streamworks Mitigation Services, LLC (Streamworks) will submit a draft-banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft-banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Streamworks on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve. The primary purpose of this bank is to mitigate for unavoidable impacts to streams and wetlands authorized under Section 404 of the Clean Water Act. The project goal is to restore streams and wetlands.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Charles Jones, McGeorge Contracting Company, Inc., P.O. Box 408, Sweet Home, Arkansas 72164,has requested authorization for the placement of fill material in waters of the United States associated with the disposal of excavated material resulting from the Arkansas Highway and Transportation Department (AHTD) relocation project of Arkansas Highway 25, north of Conway, Arkansas. The proposed project would impact (fill) approximately 353 linear feet of a jurisdictional ephemeral stream and 2.2 acres of a jurisdictional man-made pond, which includes a wetland fringe. Water flow enters the project area through the ephemeral stream that originates approximately 200 linear feet to the east in steep terrain surrounding the man-made pond/wetland. The ephemeral stream flows into the man-made pond/wetland, then west into Tupelo Creek, Cadron Creek and then south-southwest into the Arkansas River. The proposed project is located immediately north of Conway and west of Arkansas Highway 25, in the NW 1/4 of section 26, T. 6 N., R. 14 W., Faulkner County, Arkansas.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Ted Hertz, Russellville Marina, Boat Repair & Cabins, 330 Beach Road, Russellville, Arkansas 72802 has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with the installation of a breakwater at the Russellville Marina. The proposed project is located in Lake Dardanelle of the Arkansas River, approximately 1.3 miles north of Navigation Mile (NM) 208.1, in the NW 1/4 of section 2, T. 7 N., R. 21 W., Russellville, Pope County, Arkansas. The basic purpose of the project is boating recreation. The overall purpose of the project is to expand the docking capabilities of recreational boaters on the Arkansas River near Russellville and Lake Dardanelle State Park.
