SWL 2013-00331 - 11/4/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Watershed Conservation Resource Center, 380 W. Rock Street, Fayetteville, Arkansas 72701, has submitted their Osage Creek Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues are resolved on the prospectus, the Watershed Conservation Resource Center (WCRC) will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with WCRC on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

SWL 2004-19526-1 - 9/25/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Wal-Mart Stores, Inc., 2001 SE 10th Street, Bentonville, Arkansas 72716, has requested authorization for the placement of dredged and fill material in waters of the United States associated with construction of a Wal-Mart Supercenter with four outparcels. The project would involve filling and relocating approximately 1,160 linear feet of McKisic Creek and filling an existing 0.1-acre pond formed by the creek. The project would also include filling 0.7 acres of herbaceous wetlands. The project site is in the NE 1/4 of section 4, T. 19 N., R. 31 W., Centerton, Benton County, Arkansas.

SWL 2013-00171 - 8/9/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Streamworks Mitigation Services, LLC, P.O. Box 23612, Little Rock, Arkansas 72221, has submitted their Illinois River Mitigation Bank prospectus. The prospectus outlines the proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues resolved on the prospectus, Streamworks Mitigation Services (Streamworks) will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will then distribute the draft banking instrument to the Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies. The IRT will review the banking instrument and coordinate with Streamworks on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.

SWL 2011-00051-1 - 7/12/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department (AHTD),PO Box 2261, Little Rock, Arkansas 72203, has requested authorization for the placement of dredged and fill material in waters of the United States associated with constructing a four-lane highway bypass around the City of Bella Vista. This job would construct the eastern segment of the bypass. The western segment of the bypass was permitted in 2011, and is currently under construction. This eastern segment of the project begins just south of the community of Hiwasse at State Highway 72 and extends eastward to U.S. Highway 71 approximately one mile south of Bella Vista. The project extends for approximately six miles and is located in sections 7, 8, 12, 13, 14, 15, 16 and 17, T. 20 N., R. 31 W., Benton County, Arkansas. The entire project will be built on new alignment.

MVK 2012-00272 - 6/18/2013: Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344); notice is hereby given that the Arkansas Highway and Transportation Department (AHTD) has submitted their completed Little Bayou de Loutre Mitigation Bank prospectus. The prospectus outlines the AHTD’s proposal for developing and operating the bank which is known as the banking instrument. After public comments are received and any issues resolved on the prospectus, the AHTD will submit a draft banking instrument to the District Engineer of the Little Rock District. The District Engineer will distribute the draft banking instrument to the Interagency Review Team (IRT), which is comprised of the Corps and the pertinent State and Federal resource agencies. The IRT will review the banking instrument and coordinate with the AHTD on any issues until a final banking instrument is completed. Finally, the District Engineer will review the final instrument and make a decision to approve or not approve.
