    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Clay McGeorge, Mobley Construction Company, P.O. Box 9054, North Little Rock, Arkansas 72119, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with the continuation of their commercial sand and gravel dredging operations. The proposed project is located in the Arkansas River, between Navigation Miles (NM) 149.5 and 153.5, 156.7 and 164.2, 165.6 and 176.3, 177.4 and 204.8, and 206.0 and 255.8, in Franklin, Logan, Johnson, Faulkner, Perry, Conway, Yell, and Pope Counties, in Arkansas. A commercial dredging permit has been authorized in this reach of the Arkansas River since 1959, and authorized dredging both within the navigation channel and within areas adjacent to the navigation channel. The permit would be extended for a period of five (5) years, through December 31, 2028. The basic project purpose is to provide sand and gravel for commercial use from the Arkansas River.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Mr. Clay McGeorge, Jeffrey Sand Company, P.O. Box 9054, North Little Rock, Arkansas 72119, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with renewal of their existing permit for commercial dredging in the Arkansas River. The permit would be extended for five years, through December 31, 2028. The operation is within the navigation channel of the Arkansas River between Navigation Mile (NM) 94.0 and NM 107.4, below David D. Terry Lock and Dam, Pulaski County, Arkansas. Dredging in these areas would be in the navigation channel only, except for dredging between NM 94.0 and 96.4, which also would include dredging adjacent to the channel. The areas where dredging would be permitted adjacent to the channel are shown on the enclosed sheets. The material would be placed ashore for storage and further processing at the facility on the left descending bank of the Arkansas River at NM 117.3. The project purpose is commercial dredging of the Arkansas River for resale purposes.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that John T Fleming, Arkansas Department of Transportation (ArDOT), PO Box 2261, Little Rock, AR 72203, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with constructing a new highway that will connect the Springdale Northern Bypass (SNB) at the intersection of Highway 112 and Highway 612, to U.S. Highway 412. The proposed project is located in sections 13, 14, 23, 24, 26, 33, 34, 35, 36, T. 18 N., R. 31 W., and sections 4 and 5, T. 17 N., R. 31 W., Benton and Washington Counties, Arkansas. The project purpose is to improve traffic conditions in Northwest Arkansas, specifically in western Springdale.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Watershed Conservation Resource Center, ATTN: Sandi Formica, 380 W. Rock St., Fayetteville, Arkansas 72701, has submitted their West Fork White River Umbrella Mitigation Bank additional site proposal. The proposal outlines Area 2, which was largely identified within the original mitigation bank prospectus. Any relevant public comments received will be forwarded to the applicant to address within the mitigation plan. The Interagency Review Team (IRT), which is made up of the Corps and the pertinent state and Federal resource agencies, will review the mitigation plan and any comments received from the public. The IRT will coordinate with Watershed Conservation Resource Center on any issues until a final mitigation plan is completed. Finally, the District Engineer will review the final mitigation plan and decide to approve or not approve.

  • MSMM Final

    The U.S. Army Corps of Engineers Districts within the State of Missouri (Kansas City, Little Rock, Memphis, Rock Island, St. Louis) (Corps) adopted the Missouri Stream Mitigation Method (MSMM) on March 1, 2007, revised on May 29, 2013. The MSMM is the primary tool the Corps has used for the evaluation of stream impacts and mitigation proposals for Department of the Army permit actions within the State of Missouri. The September 2023 updated revision of the MSMM will enhance the Corps’ ability to protect the Nation’s aquatic resources, while allowing reasonable development through fair, flexible, and balanced permit decisions. With this notice, the Corps is announcing the final September 2023 MSMM and will begin using it immediately subject to the transition provisions described below.
