    Expiration date: 11/21/2016

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203-2261, has requested authorization for the placement of dredged and fill material in waters of the United States associated with constructing the southwest segment of the Paragould Bypass. The southeast segment of the bypass was authorized in 2011 and is currently under construction. The southwest segment would cross twenty streams. The proposed project is located on the southwest side of Paragould and would connect State Highway 358 and U.S. Highway 49 on the south side of Paragould and U.S. Highway 412 on the west side of Paragould. The project is located in section 32, T. 17 N., R. 5 E., and sections 4, 5, 9, 14, 15 and 16, T. 16 N., R. 5 E., Greene County, Arkansas. The basic purpose of the project is to construct a connector between U.S. Highway 412 on the east and west sides of Paragould, and U.S. Highway 49 on the south side of Paragould. The overall purpose of the project is to enhance safety and improve traffic operations on U.S. Highway 412.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the, Arkansas Highway and Transportation Department (AHTD), PO Box 2261, Little Rock, Arkansas 72203, has requested a modification and extension of their existing permit which authorizes the placement of dredged and fill material into waters of the United States associated with replacing the bridges and approaches over the White River and its adjacent floodplain at Clarendon. The modification would include the discharges into the White River associated with the existing (old) bridge demolition. The permit extension includes continued authorization for fill material previously placed in wetlands for construction of the temporary connector road, the placement of fill material for construction of a boat ramp at Old River Lake and parking areas, and the placement of fill material for temporary work roads and loading ramps for demolition. The project is located on the White River and its adjacent wetlands at river mile 99.1, in sections 21, 22, 28, and 29, T. 1 N., R. 3 W., Monroe County, Arkansas. The old bridge is located approximately 0.4 miles upstream from the new bridge. The new bridge was completed and opened to traffic on August 15, 2016. The basic purpose of the project is to construct a boat ramp and parking areas for recreation, and construct temporary work roads and loading ramps for demolition and debris removal. The overall purpose is to complete the White River Bridge replacement job which includes demolition and removal of the old structures and embankment approaches.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403), notice is hereby given that, Hillard's Farms, PO Box 108, Ozark, Arkansas 72949-0108, has requested authorization for work in waters of the United States associated with a time extension of an existing permit that authorizes the removal of sand and gravel from a dike field along the Arkansas River. The project is located on the right descending bank of the Arkansas River, Navigation Miles 252.9 to 254.0, in sections 24 and 25, T. 9 N., R. 27 W., near Ozark, in Franklin County, Arkansas. The basic project purpose is to remove sand and gravel for processing and subsequent individual and commercial use. The overall purpose of the project is to remove the material deposited by the river and transport it by dump truck for processing and subsequent sale.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. John Parker, Fort Smith Airport Commission, 6700 McKennon Boulevard, Suite 200, Fort Smith, Arkansas 72903, has requested authorization for the placement of dredged and fill material in waters of the United States (WOUS) associated with clearing and grubbing vegetation, and filling wetlands, open waters (borrow pits), and a pond. The proposed project would impact (fill) jurisdictional wetlands, open waters (borrow pits) and a pond. Water flow enters the project area through Little Massard/Spivey Creek, a perennial stream, and flows to the northeast through the central part of the project area where it enters Massard Creek which then flows into the Arkansas River. The proposed project is located in the SW 1/4 of section 36, T. 8 N., R. 32 W., Fort Smith, Sebastian County, Arkansas. The basic purpose of the project is to reduce wildlife habitat by filling wetlands, open waters (borrow pits), and a pond. The overall purpose of the project is to provide safe aircraft operations at the Fort Smith Regional Airport by clearing vegetation and filling jurisdictional wetlands, open waters (borrow pits), and a pond that are currently providing habitat to wildlife that can interfere with aircraft activities.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Robert T. Williams, P.O. Box 2126, Conway, Arkansas 72032, has requested a time extension of their existing permit for the placement of dredged and fill material in waters of the United States associated with removing sand and gravel from a dike field along the Arkansas River for individual and commercial use. The proposed project is located on the left descending bank, from Navigation Mile (NM) 153.4 to NM 154.5, west of Conway, in Faulkner County, Arkansas. The basic project purpose is to provide sand and gravel for individual and commercial use. The overall purpose of the project is to remove the material deposited in this reach of the river with a front-end loader and transport it by dump truck for processing and subsequent sale.
