    Expiration date: 7/30/2018

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that, Arkansas Department of Transportation (ArDOT), PO Box 2261, Little Rock, Arkansas 72203, has requested authorization for the placement of dredged and fill material in waters of the United States associated with replacing the Interstate 30 Bridge and approaches crossing the Arkansas River in Little Rock and North Little Rock as well as improving a portion of Interstate 30 (I-30) from Interstate 530 (I-530) and Interstate 440 (I-440) to Interstate 40 (I-40). The project would also improve a portion of I-40 from Highway 365 (MacArthur Drive) to US Highway 67/167 including associated interchanges. This project is commonly called the 30 Crossing Project. The proposed project is located in sections 2, 11 and 14, T. 1 N., R. 12 W., in sections 22, 25, 26, 27 and 35, T. 2 N., R. 12 W., and in section 30, T. 2 N., R. 11 W., Pulaski County, Arkansas.

    The U.S. Army Corps of Engineers, Little Rock District, has issued GP-41 for the protection and the repair of existing damaged structures, damaged land areas, and damaged fills that were previously authorized by a Department of the Army (DA) permit. GP-41 is issued under the authority of Section 10 of the Rivers and Harbors Act of 1899 (33 USC 403) and/or Section 404 of the Clean Water Act (33 USC 1344). GP-41 authorizes disaster recovery and repair activities within the Little Rock District’s regulatory boundary within the State of Missouri, provided that the project proponent, contractor, etc. complies with all general, special, and water quality certification conditions included in GP-41.

    Comments are invited on a proposal by the Little Rock District, U.S. Army Corps of Engineers to officially exclude the White Oak Bayou watershed located in Pulaski County, Arkansas, from compensatory mitigation bank and in-lieu fee service areas unless the bank or in-lieu fee program is located within the White Oak Bayou watershed.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Mark Yingling, The Doe Run Company, 1801 Park 270 Drive, Suite 300, St. Louis, Missouri 63146, has requested authorization for work, including the placement of dredged and fill material, in waters of the United States associated with a diversion channel. The proposed project is located within and adjacent to the West Fork of the Black River (West Fork), in the SE ¼ of section 1, T. 32 N., R. 2 W., Reynolds County, Missouri. The basic purpose of the project is to prevent stream flow into an underground mine facility. The overall purpose of the project is to permanently redirect channel flow through an existing diversion channel for the avoidance of environmental hazards associated with mining activities.

    Consideration of reissuance of a Regional General Permit (RGP) for the placement of dredged and fill material in waters of the United States associated with the authorization of recreational facilities. On April 17, 2013, the Little Rock District Corps of Engineers issued a RGP for recreational facilities in navigable waters of the United States within the States of Arkansas and Missouri. As lead Corps District in the state, Little Rock District is responsible for coordinating advertisement and review of comments on this statewide regional general permit. Little Rock, Vicksburg, and Memphis Districts are represented in the State. The authority for permit issuance is found in Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344). Corps districts are authorized to develop RGPs in accordance with Title 33, Code of Federal Regulations (CFR) Parts 325.2(e)(2) and 325.5(c)(1).
