    Expiration date: 7/1/2019

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. Scott Hurley, Layman Lane, LLC, 15100 Pride Valley Road, Little Rock, Arkansas 72223, has requested authorization for the placement of dredged and fill material in waters of the United States (WOUS) associated with the construction of phases 2 through 5 of the Copper Run residential subdivision. The additional phases of the development will encompass approximately 26 acres that have been maintained as forestland in the past. The original development was permitted by Nationwide Permit No. SWL-2018-00284, which impacted (filled) approximately 485 linear feet of two ephemeral streams that flow into Brodie Creek. The proposed additional phases to the permitted project would impact (fill) approximately 0.2 acres of emergent wetlands, approximately 1.1 acres of two jurisdictional ponds, and approximately 800 linear feet of an ephemeral stream, which will be re-routed through approximately 2,500 linear feet of 30-inch to 66-inch-diameter stormwater pipe. Site drainage will be directed to the southeast via curb and gutter and overland flow to a detention pond and then return to either Brodie Creek directly or via a nearby tributary of Brodie Creek. The proposed project is located in the SW 1/4 of section 1, T. 1 N., R. 14 W., south of Pride Valley Road in Little Rock, Pulaski County, Arkansas.

    Pursuant to Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that the US Army Corps of Engineers - Little Rock District, has requested authorization for a new dredged material disposal area on the McClellan-Kerr Arkansas River Navigation System (MKARNS). The proposed project is located in the White River Entrance Channel at Navigation Mile (NM) 9.7, in Arkansas County, Arkansas.

  • Missouri Bat Programmatic (MBP) Informal Consultation

    The purpose of this public notice is to announce the Kansas City, Little Rock, St. Louis, Rock Island, and Memphis Districts of the U.S. Army Corps of Engineers (Corps) and the United States Fish and Wildlife Service (USFWS) have completed programmatic informal consultation for all activities requiring Department of the Army permits. This consultation, which covers activities in waters of the United States within the state of Missouri, complies with the provisions of Section 7 of the Endangered Species Act (ESA).

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mr. John R. Anderson, Energy Security Partners, LLC, 116 Ottenheimer Plaza, Little Rock, Arkansas 72201, has requested authorization for the placement of dredged and fill material in waters of the United States (WOUS) associated with the construction and operation of a gas-to-liquids (GTL) facility consisting of an industrial facility involving multiple structures and process areas. The project site will include process areas, office buildings, storage facilities, parking lots, storage tanks, roads, laydown areas, a dock area, a 16-inch-diameter product pipe, wastewater outfall consisting of a 16-inch-diameter wastewater pipe, and a water intake structure consisting of a 24-inch-diameter cooling pipe. Leveling and grading will be required, resulting in the fill of multiple wetland and stream features. A reservoir will be created by construction of a dam along a portion of the eastern boundary of the main site. This reservoir will result in the inundation of some wetland and stream features. The dock area will include a stationary dock for equipment unloading and a floating dock on the west side of the Arkansas River for the loading of fuel products. The proposed project is located in multiple wetlands and streams directly or indirectly associated with the Arkansas River at Navigation Mile 82.7 on the right descending bank (see Attachments 1 and 2 for lists of aquatic resources (wetlands and streams) located within the project area). The navigation pool elevation at this location is approximately 196 feet above mean sea level and the ordinary high water mark (OHWM) elevation is approximately 200 feet above mean sea level. The project site encompasses parts of sections 7, 8, 9, and 10, Township 4 South, Range 10 West; and parts of sections 12, 13, 14, and 24, Township 4 South, Range 11 West, in Jefferson County, Arkansas.

    Pursuant to Section 10 of the Rivers and Harbors Act of 1899 (33 U.S. Code 403) and Section 404 of the Clean Water Act (33 U.S. Code 1344), notice is hereby given that Mountain View Ready Mix, Incorporated, Attn: Mr. Todd Lancaster, PO Box 1398, Mountain View, Arkansas 72560-1398, has requested authorization for work, including the placement of dredged and fill material in waters of the United States, associated with removal of a maximum of 10,000 cubic yards (cy) of sand and gravel annually from a 4,100-foot-long sand and gravel bar. The bar is located on the left descending bank of the White River, mile 341.5, just downstream from the State Highway 9 Bridge, near Mountain View, Izard County, Arkansas.
